4. Reconvene and Consider Action on Item Discussed Durin Executive Session • <br />The San Marcos City Council reconvened into regular session at 10:26 p.m. on Tuesday, <br />June 3, 2008. The following direction to staff was required from Executive Session: <br />Direction was given to staff regarding CTMC and Project Chat. <br />5. Invocation <br />Pastor Santiago Heredia of the El Buen Pastor United Methodist Church provided the <br />invocation. <br />6. Pledte of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Dianne Wassenich, 11 Tanglewood, with the San Marcos River Foundation, presented a <br />chart prepared by Dr. Lauren Ross depicting the stormflow or muddy water. She reported <br />that an impervious cover of 20% causes the storm flow to rise rapidly. It cannot soak into <br />the ground and rushes off and mixes with mud. Creeks are a major recharge feature, and <br />muddy water goes into the aquifer. Impervious cover speeds up runoff, and the speed of <br />the runoff rips up vegetation. As impervious cover is increased so is the speed of the <br />runoff resulting in increased damage. <br />8. Staff Reports <br />Rick Menchaca, City Manager, reported that we are in a moderate drought. The City will <br />be providing public information regarding watering and the wise use of water. He also <br />reported that LCRA will be proposing a rate increase, and they will make their <br />presentation to Council on July 1. He attended the Rio Vista neighborhood meeting to <br />discuss the $12.4 million project for water, wastewater, sidewalk improvements, etc. <br />C.J. Morgan, reported that Summer Session has begun. He encouraged everyone to <br />utilize the available public transportation. He congratulated Reagan Pugh, ASG <br />President, and Alexis Dabney, ASG Vice President, whose terms just ended. He also <br />welcomed Brett Baker and Jason Moore. <br />9. City Council Reports <br />Kim Porterfield reported that she had attended several school events: Texas Preparatory <br />School graduation for Kinder and 6th graders; Hernandez Intermediate graduation; and <br />San Marcos High School graduation this weekend. She also attended the San Marcos • <br />Early Childhood Summit and discussed the challenges of growth in San Marcos and <br />PDFConvert.2969. LRM060308 Minutes.doc <br />Page 2 of 6
