Executive Session <br />In accordance with the Texas Government Code §551.072-Deliberation Regarding Real Property <br />and §551.087-Deliberation Regarding Economic Development, the San Marcos City Council <br />convened into Executive Session at 6:34 p.m. on Tuesday, February 2, 2010 in order to discuss <br />matters pertaining to: <br />A. Deliberation regarding the purchase of real property in the southwest quadrant of the <br />city. <br />B. Deliberation regarding the purchase of real property in the northeast quadrant of the City. <br />C. Deliberation on offers of possible incentives to entities considering locating or expanding <br />in the San Marcos community. <br />5. The Executive Session adjourned at 7:03 p.m. on Tuesday, February 2, 2010. No action was <br />required from Executive Session. <br />6. Invocation <br />Pastor Santiago Heredia, with El Buen Pastor United Methodist Church, provided the invocation. <br />7. Pledge of Allegiance • <br />Councilmember Thomason led the assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />Griffin Spell, 1610 N. IH-35, Apt. 321, San Marcos, spoke on taxi business regulations and a <br />proposed price cap on fares. He reminded Council that a taxi business came before them and <br />reported that a metering system can be installed for $1,000. He noted that the City Council has <br />provided millions of dollars in incentives to bring in business and asked if there is any money <br />left over. He supports a zero-interest loan of $1,000 to these taxi businesses for the meters. <br />Steve Harvey, 1116 Mountain View, San Marcos, made three quick points: he applauded the <br />City Council's efforts with the multi-family single stream recycling pilot; he is looking forward <br />to the sustainability report from City staff and encouraged the Council in this area; and he noted <br />that in the last five years the process encouraged citizen input for the budget process and <br />community dialogues. He has learned we may not be doing that this year and thinks this is a <br />great process. He is willing to step forward to help facilitate if needed. <br />9. Staff Reports. <br />A.
