Laurie Moyer, Assistant City Manager, provided an update on the City Sustainability Plan. <br />Sustainable goal areas include: resource conservation; transportation (reducing congestion, <br />walkability, reducing emissions); land use and environment; sustainable built environment <br />(green building); housing and economic sustainability (how does this affect low income <br />persons?); and education and outreach. Current City Council goals are sustainability goals, and <br />existing City programs support those goals. Research, coordination and education are underway. <br />Member of staff have recently joined the Green Building Council, which assists and promotes <br />green building techniques. The City is coordinating with Texas State University on <br />sustainability issues. <br />10. Council Reports. <br />A. Update on Education Equals Economics (E3) community dialogues by Councilmember <br />Kim Porterfield. <br />Councilmember Porterfield reported on the community dialogues that will be taking place <br />February 4 and 11 addressing the global marketplace. This event is co-sponsored by SOAR and <br />the E3 Alliance. Dialogue discussions will include: identifying 21st century skills needs for <br />tomorrow's workforce, and preparing today's students for tomorrow's jobs. <br />B. Update of CAMPO and CAPCOG by Mayor Susan Narvaiz. <br />Mayor Narvaiz reported on CAMPO transportation issues and noted they are going through their <br />next 30-year plan. There are big changes regarding the percentage of dollars that go on roads <br />i maintenance versus pedestrian. The current policy directs 85% of funds to further roads. Not <br />accounted for are all the things included when we do a road project that incorporates pedestrian <br />elements. We may be doing more than 15% for pedestrian elements. Another proposal is to <br />change the composition of the CAMPO board. We are the only one with state elected officials. <br />There is a proposal to replace them with more local elected officials. <br />CAPCOG is talking about the impact of ozone standards and emissions. There are reports that <br />the data is not strong and may impact the standards. Changes must be implemented by <br />December 2013. <br />11. Discussion on Public Safety Citizens Review Board and provide direction to staff. <br />Councilmember Thomaides brought this up because the public safety budget is over 409% of the <br />general fund budget. He wants staff to research how boards like this operate across the state. He <br />feels we need citizen oversight when dealing with such a large portion of budget. <br />Councilmember Jones sees this as an opportunity to increase diversity. It would empower the <br />citizens to step up and assist in finding diverse candidates. This is an opportunity to build a <br />stronger level of support from citizens for public safety areas and would increase the amount of <br />participation in different policing models and input on different issues. <br />0 There was no consensus to move forward on this. <br />RM020210 Minutes Page 3
