<br />PART II <br />PROJECT SUMMARY <br /> <br />Each applicant must submit a Project Summary consisting of no more than three <br />(3) single-spaced pages. All information should be concise, objective, and <br />quantifiable if possible. Lengthy applications are not desired and will not <br />be of benefit in project selection. <br /> <br />EACH ACTIVITY PROPOSED FOR FUNDING UNDER THE EMERGENCY SHELTER GRANTS PROGRAM <br />MUST ADDRESS ONE OF THE THREE ELIGIBILITY CATEGORIES LISTED BELOH. <br /> <br />1. <br /> <br />Indicate proposed use of funds by category: <br /> <br />x <br /> <br />Renovation, major rehabilitation or conversion of building(s} for <br />use as emergency shelter for the homeless. <br /> <br />Provision of essential services, including services concerned with <br />employment, hea1th, substance abuse, education, or food. <br /> <br />~ Payment of maintenance. operation (including rent), insurance, <br />utilities and furnishings. <br /> <br />2. <br /> <br />Based upon the eligibility category(ies) indicated in Q.l above, describe <br />the current services/conditions of your current program and indicate the <br />target group (homeless population/special group) being assisted. (Use <br />additional pages if needed,) <br /> <br />Renovation... - The Southside Communsity Center provides the <br />communityls only major program targeted directly at assisting the <br />homeless. The St. John's Catholic Church sometimes pays for one <br />or two nights at a motel for perhaps 8 to 10 homeless--generally <br />transients-every month. The Women's Center and the Youth Shelter <br />also ~ services to individuals who may be homeless, but this <br />is not the primary mission at these facilities. Having a separate <br />structure built in 1985 specifically for the homeless, Southside <br />offers temporary lodging for up to 23 individuals (including <br />families) per night. Stays are generally limited to three nights <br />but may be extended under special circumstances such as in anticipation <br />of a paycheck. The lodging building contains limited kitchen <br />facilities, but these are available for meal preparation only in the <br />morning and evening and of a scope for serving only a small group. <br /> <br />Payment of maintenance & operation...- <br />Other than a once a week lunch program or "soup kitchen" provided <br />by the St. John's Catholic Church, there are no lunchtime meals <br />available to the homeless. Even the Catholic Church program is not <br />targeted to the homeless, rather only at "the hungry". Started only <br />last Fall, it initially served approximately 125 to 130 per meal but, <br />more recently, only 25 to 30 have come. The fact that the lunches <br />are only once a week severely impairs the effectiveness of this effort. <br />The program has limited resources and is unable to expand its <br />facilities or the frequency of its lunches. In addition, the service <br />location is somewhat inconvenient possibly hampering the less mobile. <br /> <br />6 <br />
