3.

Describe the nature and the extent of the unmet need for adequate
emergency shelter for the homeless that exists in your jurisdiction.

(Please state the source of your information, e.g., previous studies,
inve~to:y of existing shelters, local unemployment data, welfare
statlstlcs, housing authority estimates, etc.)

An inventory of the ogranizations currently serving the haneless-specifically the
Souths ide Cœmunity Center and the St. John's Caltholic Church - suggests that
the maj or unmet need is a lunchtime foa:i program. As indicated, the Catholic
Church once-a-week lunch program leaves a substantial need unmet. It is
believed that most of the local haneless live with friends or relatives who are
providing not only shelter but food as well. This burden of charity may be too
much in many cases, resulting in the local haneless forced to becane transients
seeking Ii velihoa:i elsewhere.

4.

Describe the extent to which the proposed activities will address the need.

(Please describe the activity, provide cost estimates and the basis of
cost estimates, and explain how activities are directly related and help
me:t. t~e.need descr~bed: li~t.each activity separately into the three
ellglblllty categorles ldent1fled in Q.1 and provide a cost breakdown as
applicable on Table 1, next page.)

A lunchtime food program, particularly one at a convenient location, would
supply a crucial stepping-stone not only toward meeting the .inmediate needs of the
haneless, but also toward helping to solve the overall problem of hanelessness by
providing a base fran which either the long-term or short-term haneless could
pursue employment and otherwise integrate within society. The project location
is an existing cœmunity center at a very convenient and centralized location
(see attached map). The facility, however, is approximately 50 years old with a
negligible kitchen. The au:litorium would be perfect for a dining area but is
currently without air-conditioning, inadequately heated and needs other repairs.
The proposed project would convert 2,840 square feet of this 7,180 square foct
building for dining and kitchen facilities. This would allow serving a capacity
of over 100 and an average of 65 on an on-going basis - for six days a week.
This would solve much of the problem with the local haneless living with friends
and relatives and certainly would be imnensely important for the haneless staying
in the existing Souths ide lodging facility as well as those other cœmunity
haneless sleeping in crude shelters or in public places. The lunch program
would also be available to the Wanen' s Center and Youth Shelter which may want
to cater to their own facilities.

7
