Sec. 16-29. -3- Procedure property. for selling impounded When any impounded property is not redeemed by the date and time designated in the notice of sale, the City shall sell it in an open, competitive manner as determined by the City Manager, and execute a bill of sale of the property to the purchaser~ provided that the City shall execute and deliver only a conditional bill of sale until the title of the buyer has become absolute by the expiration of thirty (30) days in time, exclusive of the date of sale, without being redeemed by the owner of the impounded property. Sec. 16-30. Disposition property. of sale of impounded From the proceeds of the sale of abandoned personal property the City shall reimburse it.self and its agents, if any, for the expenses of the sale, the costs of towing, preserving and all not.ice and publication costs incurred under this article. Any remainder from the proceeds of the sale shall be held for the owner of the property or entitled lienholder for ninety (90) days and then, if not claimed by the owner or lienholder, shall be deposited in the general fund of the City. Sec. 16-31. Impounders. record book: contents. The City shall keep a record book which shall contain a description of all property impounded; the date and time of the impounding~ the date notices of sale were posted and advertised or mailed to owners and lienholders; registered or certified notices and return receipts; the date of the sale ~ the amount realized for each article at the sale; the amount of fees to which the City and/or actual impounder is entitled pursuant to Section 16-32; the names and addresses of the owner and lienholders, if known; the name and address of the buyer; and any other information the City Manager may deem necessary. Sec. 16-32. Fees for impounding, storage, etc. The following fees shall be charged and shall be paid to the impounder: (a) (b) (c) (d) (e) For the taking and impounding of any personal property where a wrecker is necessary, fees as established in Section 33-8 of this code.
