<br />in a manner which discriminates in the hiring, appointment or promotion <br />of any individual on grounds of race, color, religion, sex, national <br />origin, age, handicap, or status as a disabled Vietnam era veteran. <br /> <br />Appropriate goals and timetables will be projected for women, racial, <br />and ethnic minorities. Goals and timetables will not be projected and <br />utilization analysis will not be conducted on the basis of religion, <br />age, handicap, or veteran status. <br /> <br />CHAPTER 14 <br /> <br />UTILIZATION ANALYSIS/GOALS AND TIMETABLES <br /> <br />14.01 <br /> <br />Introduction <br /> <br />This portion of the Affirmative Action Plan is concerned with <br />requirements, as determined by Federal governmental guidelines, of any <br />sound Affirmative Action Plan. These guidelines include a sex and <br />minority status breakdown of current employees by occupational <br />categories, labor status breakdown of current employees by occupational <br />categories, labor market representation percentages (i.e., the <br />percentage of females and minorities that are qualified for each <br />occupational category within our recruiting areas), any <br />underutilization that exists (i.e., the number of women or minorities <br />within each occupational category that would need to be hired to bring <br />the City up to the percentages derived from the labor market <br />representations), and goals and timetables to accomplish the desired <br />hiring. The City Personnel Office shall compile the required data. <br /> <br />14.02 <br /> <br />Methodoloqy <br /> <br />The following standards are used in developing the data: <br /> <br />The analysis is made for full-time positions only <br /> <br />The breakdown is by department <br /> <br />Occupational categories are based on United States Equal <br />Employment Opportunity Commission guidelines <br /> <br />Labor market representations, underutilization, goals and <br />timetables are computed only for females, blacks, and <br />Hispanics, since other minorities constitute an insignificant <br />portion of qualified candidates (less than 2% according to <br />Federal Government guidelines) <br /> <br />The overall goal is to correct any underutilization within <br />five (5) years, although both one-year and five-year goals <br />are established <br /> <br />The goals established are indeed qoals and not quotas <br />Labor market representation is based on the following: <br /> <br />-13- <br />
