That this Ordinance shall be in effect ten (10) days <br />from and after its passage and after it has been subject to <br />reconsideration by the Council at its next regular meeting following <br />its passage, and providing that the Council did not vote to reconsider <br />it. If reconsidered on September 14, 1987, it shall be in effect ten <br />days from and after its passage on that date if approved. It shall not <br />go into effect if denied.
