That this Ordinance shall be in effect ten (10) days from and after its passage and after it has been subject to reconsideration by the Council at its next regular meeting following its passage, and providing that the Council did not vote to reconsider it. If reconsidered on September 14, 1987, it shall be in effect ten days from and after its passage on that date if approved. It shall not go into effect if denied. If not reconsidered or if reconsidered and approved it shall be published in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos, Texas.
