City Council Meeting Minutes June 16,2026 <br /> Council-appointed Historic Preservation Plan Oversight Committee (HPPOC) <br /> to guide long-term implementation. The proposed seven-member committee <br /> would meet twice yearly, provide annual reports to the Historic Preservation <br /> Commission and City Council, and include the Historic Preservation <br /> Commission chair. Staff also recommended amending Section 2.067 of the <br /> City Code to allow members to serve concurrently on another city board or <br /> commission. A call for applications is expected in fall 2026. <br /> Mayor Hughson opened the public hearing at 8:14 PM; <br /> There being no speakers,Mayor Hughson closed the public hearing at 8:14 PM <br /> A motion was made by Mayor Pro Tem Scott seconded by Council Member <br /> Mendoza to approve Ordinance 2026-25 on the first of two readings. <br /> Council Member Rodriguez questioned Section 2.37025(e),asking whether <br /> Council would still receive committee updates despite language stating the <br /> committee"has no responsibility to advise City Council." Staff confirmed that <br /> day-after and status reports would continue. <br /> Mayor Hughson asked why a new committee was needed given the existing <br /> Historic Preservation Commission. Ms. Brake explained that the HPPOC is a <br /> long-term preservation plan strategy meant to inform both HPC and Council. <br /> Mayor Hughson expressed concern about overlap between the two bodies. <br /> MOTION TO AMEND: A motion was made by Mayor Hughson, seconded by <br /> Mayor Pro Tem Scott to amend Section 2.370.24(c)(1) by striking "or the city's <br /> extraterritorial jurisdiction" and insert "Members shall be residents of the <br /> city" <br /> The motion to amend carried by the following vote: <br /> For: 5- Mayor Pro Tem Scott, Mayor Hughson, Council Member Gonzalez, Council <br /> Member Mendoza and Council Member Paselk <br /> Against: 2- Deputy Mayor Pro Tem Garza and Council Member Rodriguez <br /> MOTION TO AMEND: A motion was made by Mayor Hughson,seconded by <br /> Mayor Pro Tem Scott to amend the (c)(2) to strike "or shall be employed in <br /> the city". <br /> The motion carried by the following vote: <br /> For: 7- Mayor Pro Tem Scott, Deputy Mayor Pro Tem Garza, Council Member Rodriguez, <br /> Mayor Hughson, Council Member Gonzalez, Council Member Mendoza and Council <br /> Member Paselk <br /> City of San Marcos Page 10 <br />
