structure upon review and approval by the Director of Development Services and <br />the Permit Center Manager, appealable to the Planning and Zoning Commission. <br />8. No bright, unfinished or mirrored surfaces will be allowed. <br />9. Alternative design standards may be utilized upon review and approval by the <br />Director of Development Services and the Permit Center Manager at the time of <br />site panning. Any decision of the Director of Development Services and the <br />Permit Center Manager may be appealed to the Planning and Zoning <br />Commission. <br />10. The exterior construction standards identified within this section shall be <br />applicable to all facades on each building within the proposed development. The <br />use of four (4) sided design will be utilized to provide an enhanced visual appeal <br />to the surrounding properties. The requirements of this section may be waived <br />upon review and approval of an appropriate design and layout by the Director of <br />Development Services and the Permit Center Manager at the time of site <br />planning, appealable to the Planning and Zoning Commission. <br />4.04. Environmental. The Property Owner shall comply with all federal, state and <br />local storm water discharge registration, notification, monitoring and construction <br />runoff protection requirements and required erosion /sedimentation controls. With <br />regard to storm water drainage, the project shall not cause the run off of storm <br />water drainage in flows that are in excess of the existing flows off the Property in <br />its present condition. <br />4.05. Lighting. The Project Site shall provide lighting levels that are compatible with <br />safety and industry standards for the uses permitted herein and shall meet the <br />minimum requirements of the City of San Marcos and are subject to review at the <br />Site Plan phase. All lighting shall be of a warm color light which is the color <br />spectrum of incandescent light and shall be shielded so as to provide no glare to <br />adjacent properties or street rights -of -way. <br />4.06. Maximum Height of Structures. The maximum height of structures constructed <br />on this site shall not exceed three (3) stories or 45 feet in height, whichever is <br />less. There shall be provided a 300 foot height restricted setback adjacent to the <br />south and west property boundaries adjacent to the Laurel Estates Subdivision, <br />the Willow Creek Estates Subdivision and the Gardens at Willow Creek <br />Subdivision as illustrated on the attached Concept Plan. Within the 300 foot <br />height restricted setback, the maximum building height shall be two (2) stories or <br />30 feet. <br />4.07. Building Setbacks.
