In the event that the proposed Park, Recreation and <br />Open Space Easement area is dedicated to the City as parkland pursuant to this <br />section, the City shall be responsible for the maintenance of the parkland area. <br />All maintenance agreements shall be further identified and defined within the <br />proposed Park, Recreation and Open Space Easement document attached <br />hereto as Exhibit A. <br />A minimum of two (2) access points from a public right -of -way shall be provided <br />to the park, recreation and open space easement, one (1) from each area within <br />the Project Site. A minimum of ten (10) parking spaces and one (1) bicycle rack <br />shall be provided adjacent to each access point and shall be dedicated for public <br />use of the park, recreation and open space easement. A minimum of one (1) of <br />the dedicated parking spaces shall meet the requirements for ADA accessiblity. <br />The dedicated parking spaces associated with the park, recreation and open <br />space easement may not be utilized to meet the minimum parking requirements <br />identified in Section 4.02 of this PDD. <br />Dedication of a Parks, Recreation and <br />Section 7.6.1.2(c) — Parkland Dedication Open Space easement containing <br />Calculation: approximately 36 acres <br />5 acres (multiplied by) 600 units (multiplied Provision for additional private open space <br />by) maximum of 2.7 residents per unit and amenities within the Project Site. <br />(divided by) 1000 <br />Construction of a park and emergency <br />Maximum 8.1 acres of parkland dedication access road <br />required <br />Minimum of 20 dedicated parking spaces <br />Payment of $18,000 in parkland <br />development funds for the construction of <br />a disc golf (Frisbee golf) course <br />4.12. Fences. Fences shall be permitted in accordance with Chapter 6, Article 1, <br />Division 3 of the City of San Marcos LDC. <br />4.13. Traffic Impact Analysis (TIA). A complete Traffic Impact Analysis will be <br />required for the Project Site to determine adequacy of street infrastructure and <br />any necessary roadway improvements. A Traffic Threshold Worksheet shall be <br />required for the purposes of review and approval of this PDD. A complete Traffic <br />Impact Analysis shall be required upon the subsequent submittal of a Preliminary <br />Plat or Watershed Protection Plan Phase II for any use. Any roadway <br />improvements not identified on the Concept Plan, but required as a result of the <br />Traffic Impact Analysis, shall be identified prior to approval of a Final Plat for all <br />or any portion of the property impacted by such roadway improvements. <br />Planned Development District 14 11/03/09The Retreat on Willow Creek <br />
