INTRODUCTION <br /> <br />A. <br /> <br />PURPOSE AND OBJECTIVES <br /> <br />The purpose of the Personnel Policies is to provide a <br />uniform set of rules governing City/Employee relations <br /> <br />with all the benefits such a program insures. <br /> <br />The <br /> <br />fundamental objectives of good personnel administration <br />sought to be achieved by these policies include: <br /> <br />1. <br /> <br />Promote and increase efficiency in the service of the <br /> <br />City. <br /> <br />2. <br /> <br />Provide fair and equal opportunity to all qualified <br /> <br />applicants to enter and advance in City employment on <br />the basis of merit and fitness as ascertained through <br /> <br />fair and practical methods of selection and <br /> <br />promotion, without regard to sex, race, color, <br /> <br />religion, national origin, age, handicapped status, <br />or any other non-merit factor. <br /> <br />3. <br /> <br />Develop a program of recruitment, advancement and <br /> <br />tenure which will make the service of the City <br />
