Regular Meeting <br /> <br />December 8, 2003 <br /> <br />112, <br /> Page 5 <br /> <br />Mayor Habingreither introduced for consideration Item 13 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A LETTER AGREEMENT BETWEEN THE CITY AND THE GUADALUPE- <br />BLANCO RIVER AUTHORITY RELATED TO RESERVATION OF CAPACITY IN THE <br />SURFACE WATER TREATMENT PLANT, AN INCREASE IN THE CITY'S COMMITMENT <br />OF WATER SUPPLY FROM CANYON LAKE, AND THE COST FOR GBRA'S OPERATION <br />OF THE SURFACE WATER TREATMENT PLANT; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Montoya seconded <br />the motion. Mr. Mark Taylor stated he provided the Council with some <br />amendments to the agreement. Mr. Taylor moved to amend the agreement by <br />changing October 3 1989 to October 10 1989 striking ~-~~ ~.'~ <br />~~ ~act in the first paragraph; adding approximately and changing <br />May to July in paragraph 2); strikingor any z~c~ ~grccmcnt(s) for <br />~ ....... ~ ~ ~ ~ ~ ...... ~"~ .......... ~ ~ in paragraph 3) <br />changing May 1 to June 30 2005, striking ~ ....... ~ ~ <br /> ................... ge and adding <br />Capacity Requirement and striking ~ ~ ..... ....... ~ ~ ....... ~~ ~gu~ and <br />adding Reservation Capacity Revenue, striking ~ .... <br /> ..... ~ and changing to <br />Retirement in paragraph 4); adding stored in paragraph 5) and in <br /> ph ) iki ~~ (i) ~ (ii) <br />paragra 9 str ng ....... and ~ ~ ~ ~ ~ ...... ~ <br /> <br />and Mr. Diaz seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration approval to set salaries <br />of Council appointees for FY2003-2004. Ms. Narvaiz moved to set salary of <br />the City Manager at $120,000.00 and Mr. Mihalkanin seconded the motion, <br />which passed unanimously. Mr. Thomaides moved to set the salary of the <br />City Attorney at $81,300.00 and Ms. Narvaiz seconded the motion. On roll <br />call the following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thomaides, Montoya and Diaz. <br /> <br />NAY: <br /> <br />Mihalkanin, Habingreither and Taylor. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Thomaides moved to set the salary of the City Clerk at $53,000.00 and <br />Ms. Narvaiz seconded, which passed unanimously. Ms. Narvaiz moved to set <br />the salary of the Municipal Court Judge at $75,500.00 and Mr. Thomaides <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced a discussion regarding implementation of <br />the Revised Off-Premise Sign Ordinance. Jon James, Chief Planner, stated <br />currently the Planning and Development Department has received 154 <br />registration forms. He also stated 5 signs have been denied, 42 signs <br /> <br /> <br />
