• procedural provisions; and providing an effective date; and consider ordinance on the first
of two readings.
MOTION: Upon a motion made by Councilmember Porterfield and a second by
Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to
approve the ordinance on first reading and amended to reflect language provided by the City
Attorney. The motion carried unanimously.
24. Discuss Interim Report on Extended Bar Hours, and provide direction to staff.
Police Chief Howard Williams proved a brief history of the extended bar hours ordinance. He
then provided data related to police calls for service from 2007 (base year), 2008 and 2009.
Calls for certain services citywide have decreased. There has been an almost 60% increase to
DWI arrests, but this is due to increased enforcement rather than the extended bar hours. There
was also an increase in aggravated assaults, but most occurred prior to the extended bar hours
being implemented. Public intoxication arrests have increased in the downtown area since the
implementation of extended bar hours. Again, officer presence has a lot to do with this.
A One-Year Report will be presented to the City Council in September 2010.
25. Consider dates for the City Council Visioning Workshop and Budget Policy Workshop.
• Council consensus was to set April 9 for the Visioning Workshop and April 23 for the Budget
Policy Workshop.
26. Consider possible offer of incentives to Triple Tap Ventures, LLC for the
redevelopment of the old Best Buy Building (Springtown location) for occupancy by Alamo
Draft House Cinema.
This item was tabled immediately following the Executive Session at the beginning of the
meeting.
MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember
Jones, the City Council voted six (6) for and none (0) opposed, with Councilmember Thomaides
absent from the dais, to table the Addenda item # 1. The motion carried unanimously.
27. Question and answer session with press and public.
There were no questions.
28. Executive Session
In accordance with the Texas Government Code §551.087-Deliberation Regarding Economic
Development, the San Marcos City Council convened into Executive Session at 9:26 p.m. on
Tuesday, February 16, 2010 in order to discuss matters pertaining to:
•
RM021610 Minutes Page 7
