139. <br />Regular Meeting January 12, 2004 Page 13 <br /> PROCUREMENT COMMISSION; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br /> PURCHASING DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Thomaides <br />seconded the motion. Mayor Habingreither stated the City is on the verge <br />of bringing propane to San Marcos. He~stated propane vehicles could help <br />reduce NOx emissions. Richard Mendoza, Director of Public Works, stated <br />the City is working with a propane vendor and Texas State University-San <br />Marcos to acquire a propane refueling station. Mr. O'Leary stated propane <br />is not appropriate for patrol vehicles. Chief Williams stated the patrol <br />Cars need to have adequate suspension, which would be an additional <br />expense. He also stated the patrol cars would lose power and range, but <br />he feels propane would work on administrative cars. The Council then <br />voted unanimously for the adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 31 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE PURCHASE OF A BACKHOE LOADER FOR THE WATER DISTRIBUTION <br />DIVISION OF THE WATER/WASTEWATER UTILITY DEPARTMENT FROM RDO <br />EQUIPMENT COMPANY THROUGH THE HOUSTON-GALVESTON AREA COUNCIL OF <br />GOVERNMENTS COOPERATIVE PURCHASING PROGRAM; AUTHORIZING THE <br />PURCHASING MANAGER TO EXECUTE THE APPROPRIATE PURCHASING DOCUMENTS ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Mihalkanin <br />seconded the motion. Mayor Habingreither inquired whether this was the <br />Same issue of not purchasing a propane vehicle as the patrol cars. Mr. <br />O'Leary stated the purchase of propane Backhoe Loader is the same as the <br />patrol cars. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Habingreither introduced a discussion regarding a proposed <br />Resolution in defense of the Bill of Rights of the~U.S. Constitution. Mr. <br />Mihalkanin stated he and Council Member Taylor have been working towards a <br />goal on this issue. He stated several citizens have asked this item be <br />discussed at the next Regular City Council Meeting scheduled for January <br />26, 2004. He also stated the League of Women Voters will be holding a <br />discussion on this issue tomorrow night. The Council agreed by consensus <br />to hold this discussion at the next Regular City Council Meeting scheduled <br />for January 26, 2004. <br /> <br />Mayor Habingreither introdUced the City Council's Report. 1) Mr. <br />Mihalkanin thanked the citizens for his stocking filled with coal. He <br />appreciated the thoughtfulness and the fuel source. 2) Mr. Diaz stated he <br />thanked the citizens for his stocking. 3) Mr. Diaz stated he had attended <br />his first Hays County Appraisal Meeting and had received some good <br />information. 4) Mr. Diaz stated he also attended the National League of <br />Cities Conference held in Nashville and had learned a lot. 5) Ms. <br /> <br /> <br />
