He stated he is a member of the Planning and Zoning Commission. He stated originally he voted against this Specific Use Permit for Gold Crown Billiards, but has recently received new information which would change his vote. He encouraged the Council to send this item back to the Planning and Zoning Commission for reconsideration. 5) Dan Kowal stated he wished to speak regarding Item 36, discussion regarding the Bill of Rights. He encouraged the Council to table this discussion until the next meeting on January 26, 2004. Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary stated he would like to invite the Council and the public to the San Marcos Library 10tn Anniversary. He stated the celebration will be held on Sunday, January 25, 2004, from 2:00 p.m. until 4:00 p.m. 2) Mr. O'Leary stated the Water Supply Study is completed. He stated he feels this should be discussed in a workshop and he will be contacting the Council to find a date in February. Mayor Habingreither introduced for consideration approval of two appointments to the Youth Commission. Ms. Narvaiz moved to appoint Mallory Miller as the PRIDE School, SMHS Student government or other student group representative, which passed unanimously. On roll call the following vote was recorded: Froh: Narvaiz, Thomaides, Mihalkanin, Montoya, Taylor and Diaz. Willis: Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya and Diaz.
