~28. <br />Regular Meeting January 12, 2004 Page 2 <br />Preservation Commission and he recommends Lila Knight as the Dunbar <br />District Representative. 4) Phillip Steed stated he wished to speak <br />regarding Item 12, adoption of a Resolution. He stated he is a member of <br />the Planning and Zoning Commission. He stated originally he voted against <br />this Specific Use Permit for Gold Crown Billiards, but has recently <br />received new information which would change his vote. He encouraged the <br />Council to send this item back to the Planning and Zoning Commission for <br />reconsideration. 5) Dan Kowal stated he wished to speak regarding Item <br />36, discussion regarding the Bill of Rights. He encouraged the Council to <br />table this discussion until the next meeting on January 26, 2004. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary stated he <br />would like to invite the Council and the public to the San Marcos Library <br />10tn Anniversary. He stated the celebration will be held on Sunday, <br />January 25, 2004, from 2:00 p.m. until 4:00 p.m. 2) Mr. O'Leary stated <br />the Water Supply Study is completed. He stated he feels this should be <br />discussed in a workshop and he will be contacting the Council to find a <br />date in February. <br /> <br />Mayor Habingreither introduced for consideration approval of two <br />appointments to the Youth Commission. Ms. Narvaiz moved to appoint Mallory <br />Miller as the PRIDE School, SMHS Student government or other student group <br />representative, which passed unanimously. The remaining appointment will <br />be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration approval of five <br />appointments to the Parks and Recreation Advisory Board. Ms. Narvaiz <br />moved to reappoint Melanie Froh, Mr. Thomaides moved to appoint Michael <br />Willis, Mr. Mihalkanin moved to appoint Todd Derkacz, Mr. Taylor moved to <br />appoint Bill DeSoto and Darrell Fart and Mr. Diaz moved to appoint Stephen <br />Sundquist. On roll call the following vote was recorded: <br /> <br />Froh: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Montoya, Taylor and Diaz. <br /> <br />Willis: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya and <br />Diaz. <br /> <br />Derkacz: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya and <br />Taylor. <br /> <br />DeSoto: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya, <br />Taylor and Diaz. <br /> <br />Fart: <br /> <br />Habingreither, Taylor and Diaz. <br /> <br />Sundquist: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya, <br />Taylor and Diaz. <br /> <br />Melanie Froh, Michael Willis, Todd Derkacz, Bill DeSoto and Stephan <br />Sundquist will serve on the Parks and Recreation Advisory Board. <br />Mayor Habingreither introduced for consideration approval of three <br />appointments to the Human Services Advisory Board.
