1.2 TASK 2 - PLANT DISCHARGE PERMIT EVALUATION <br />The Engineer will: <br />1.2.1 Determine the potential discharge water quality standard ranges that may be imposed on <br />the new WWTP and how these limitations will affect plant layouts and cost. <br />1.2.2 Complete an overview of stream water quality issues and general permit requirements for <br />the areas being considered. This report will also discuss potential future permitting issues that <br />may have an impact on a new wastewater treatment plant within the next several years. <br />1.2.3 Collect the potential plant flows, loads, discharge locations, and effluent intended uses <br />information as needed for use in stream or reservoir water quality models. <br />1.2.4 Present the information to the Texas Commission on Environmental Quality ("TCEQ") <br />for each potential discharge location and request stream water quality modeling to be conducted <br />by TCEQ staff. <br />1.2.5 Coordinate with TCEQ on setting boundaries for model and refining "what if' scenarios <br />to refine model runs. After this coordination effort, attend one (1) meeting with TCEQ staff and <br />possibly City staff. <br />1.2.6 TCEQ stream water quality modeling results and potential effluent limitations will be <br />reviewed by the Engineer. In addition, the Engineer will interpret the results and summarize <br />their effect on plant processes and outfall locations. The Engineer will incorporate this <br />information into the overall assessments. <br />1.2.7 Provide the City with electronic copies of the following deliverables: <br />a) Technical memorandum (Subsection 1.2.2) documenting stream water quality and <br />potential permit requirements; <br />b) Spreadsheet (Subsection 1.2.3) with listed boundary limitations for project for review <br />and approval of the Engineer and the City. <br />c) Submittal to TCEQ (Subsection 1.2.4) that will include request for modeling, <br />boundary conditions spreadsheet, and site maps. <br />d) Technical memorandum (Subsection 1.2.6) summarizing the items listed above as <br />well as the impacts identified future limitations may have on open space and process <br />selections. <br />1.3 TASK 3 - PROCESS EVALUATION <br />The Engineer will: <br />1.3.1 Identify liquid and solids treatment technologies that will allow the WWTP to meet <br />anticipated discharge permit requirements and solids handling/treatment goals.
