Organizational Review: The third phase of this project examined current
operations, best practices in economic development structures and funding,
and current marketing efforts related to promoting San Marcos as
place to live, do business, and visit. The focus of this report was Economic
Development San Marcos.

Comprehensive Economic Development Strategy: The Strategy utilizes all
previously collected research to provide a blueprint for achieving Greater San
Marcos immediate and long-term goals. This document integrates existing
local plans and strategies relevant to the recommended goals, ob
specific action steps needed for San Marcos to realize its vision.

Implementation Plan: The final and perhaps most important step in this
process centers on how the Strategy will be put into practice. There will be a
specific game plan created to address each goal in the Strategy. Benchmarks
and metrics will be assigned, and a one-year priority action plan will be
followed with plans for the following years. The Implementation Plan will
enable local stakeholders to successfully activate the Strategys
recommendations.

At the end of the planning process, Greater San Marcos will have for the first time
a comprehensive regional strategy uniting local governments and constituencies in
support of positive community and economic change. The implementation of this
Strategy will bring together Greater San Marcos economic development for many
years to come.
Final Strategy
September 2009 2
