A. Duties of a Public Officer -City Council Members. <br />The Executive Session adjourned at 10:13 p.m. on Tuesday, July 1, 2008. <br />4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 10:13 p.m. on Tuesday, <br />July 1, 2008. The following direction to staff was required from Executive Session: <br />Direction was given to staff regarding streamlined communication, single point of contact <br />for events and travel, and performance issues. <br />5. Invocation <br />Pastor Ken Volkert, of the New Life Christian Center, provided the invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Donna Hill, 730 Belvin, spoke regarding water restrictions. She reported that it is very <br />difficult to only have one day to water. She spent 4.5 hours on Saturday hand watering. <br />She researched Austin and San Antonio. San Antonio is not on water restrictions, and <br />Austin is restricted to two days a week. She believes it is more effective with two <br />options; it does not mean using twice as much water. She noted that Kyle is at Stage 2 <br />and has two days. She contacted a vendor to install a sprinkler and was told that it will be <br />a nightmare to obtain the permit. They will have to prepare ablueprint -something no <br />other city requires. She reported that she had received a letter from the city regarding a <br />backflow prevention device. The tone of the letter was very rude, and she was told she <br />had 60 days to resolve the issue or her water would be turned off. She requested that the <br />city consider allowing two days for watering so that it can be spread out (water the front <br />one day and the back yard the next). <br />Dianne Wassenich, 11 Tanglewood, displayed a chart showing the percent of <br />precipitation converted to storm flow and base flow. More rainfall is being converted to <br />muddy storm flows. The other problem is that base flow decreases as impervious cover <br />increases, especially in the recharge zone. The creeks go dry much quicker, and this is <br />devastating to the springs in our community. The recharge is not happening any more. <br />An impervious cover as small as 20% has turned the system around, increasing the storm <br />flow and eliminating recharge. <br />PDFConvert.3086.1.RM070108 Minutes.doc <br />Page2of7
