• provide input. The City is overturning its own mandate and now wants mandatory
microchipping. There are issues of personal property and religious freedoms.
Jon Budd, 1502 Earle, stated that he is representing a loosely organized coalition of Citizens
against the Edwards Aquifer Authority (EAA). He wants to get the message out and asked
interested people to call him at 512- 754 -1612. The EAA is using oppressive tactics on property
owners, and he requested this item be put on the agenda to allow others an opportunity to speak
out.
Rob Roark, 1804A Hunter, provided written comments (attached).
Brad Barnard, P.O. Box 233, Staples, signed up, but did not speak.
Cinda White, 440 Six Pines Cove, reported she is also under new well fines and well usage. Her
neighborhood is made up of working people. Their water rights were sold out from underneath
them, and they were not notified. When she called the Edwards Aquifer Authority, she was told
the reason they were not notified was that it was too expensive to notify everyone. She requested
that interested persons call her at 392 -6370.
Jesusa Castillo, 420 Six Pines Cove, 512- 396 -2710, said the reason she is here is because of the
Edwards Aquifer Authority. She reported she had received a letter that she was using water
without their permission and was fined. She is trying to understand why this has happened. Her
• water well services six families.
Rick White, 440 Six Pines Cove, asked the City Council for help regarding the Edwards Aquifer
Authority. He stated they are just trying to flush toilets and take a shower. They are not abusing
water usage. The EAA seems to have been given full reign to do what they want. No entity
should have that kind of power.
Rita Samaniego, 1504 Earle, reported she has received threatening letters from the Edwards
Aquifer Authority. She thanked Janis Hendricks for all her help, but now the EAA is saying they
are going to put a lien on her property and file a lawsuit. She asked them if there were any
programs to assist the disabled, but has not received a response back from them. The water well
has been there for years, and now they want her to plug it. She is on a fixed income and cannot
afford to do that.
Steve Harvey, 1116 Mountain View, expressed sadness over the passing of Earl Moseley. His
other five points were: 1) he would like to see the Austin Community College placed on the
ballot; 2) he thanked the City for their steps towards transparency and lauded the meeting videos
available on the web; 3) he asked the Council to please not force microchipping — the real
problem is abandoned pets, and a fine should be imposed upon those owners; 4) he understands
the need to spend economic development dollars but asked them to remember these are lean
times, and we only have so much to spend; and 5) he hopes something is coming together for
tube rentals before the tourist season begins.
•
RM030210 Minutes Page 3
