9. Staff Progress Reports • <br />A. Discussion on proposed City "hot spots" for internet access by Richard Stankiewicz <br />Chief Technology Officer. <br />Richard Stankiewicz updated the City Council on a wireless hot spots project. The purpose is to <br />provide access in defined location for laptops, smart phones and other devices. The benefits <br />include citizen/visitor internet access in recreational areas, video streaming of special events, and <br />the capacity to manage remotely lights, sprinklers and security cameras. Currently there are 11 <br />internal city -owned hot spots (municipal buildings). There are 28 privately owned locations <br />around the city, ten providing free public access. Cost per hot spot is $9,200. Completion of the <br />project is estimated to be two -three months. He recommended possible locations, such as the <br />pavilion, the soccer field and baseball field. He asked if the City Council wants to consider <br />additional hot spots in other recreation areas. <br />City Council directed staff to proceed. <br />B. Status update on December Sales Tax Revenue by City Manager Rick Menchaca <br />The City Manager reported that the December sales tax was up 3.73 %. <br />C. Update on 2011 Federal funding requests by City Manager Rick Menchaca and staff. <br />Melissa Millecam, Director of Communications and Intergovernmental Relations, updated the <br />City Council on potential Federal appropriations for City projects. The City is requesting • <br />$11,655,000 for the 2011 fiscal year. <br />10. Presentation on Austin Community College by Dr. Steve Kinslow, President. <br />Dr. Kinslow noted that community colleges train in emerging industries, re -train displaced <br />workers and provide access to affordable college education. Community colleges enroll 54% of <br />all public higher education students, 75% of all college freshmen and sophomores and 78% of <br />minority students. Their unique mission incorporates academic transfer, workforce education, <br />foundation programs, and lifelong learning. They have over 235 degree and certificate options. <br />They have the same accreditation standards as a four -year college. <br />11. Consider adoption of Resolution 2010 -30R, supporting annexation of the City into the <br />Austin Community College District; and declaring an effective date. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by <br />Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, to adopt <br />Resolution 2010 -30R, as previously captioned.
