The report recommends that seven proposals for changes to the City Charter be placed on the <br />ballot for voter consideration at the May 15, 2004 City election. A summary of the proposals follows: <br /> <br />1. Amend Section 3.02(a)(2) to strengthen residence requirements for city council members. <br /> <br />2. Amend Section 3.17(b) to clarify which city officials are subject to the process for removal of city officials by <br /> the city council. <br /> <br />3. Amend Section 5.03 to change the deadline for the filing of applications by candidates for city council to <br /> conform to state law. <br /> <br />4. Amend Section 6:05 to change the time frame for the holding of an election after the certification of an <br /> initiative or referendum petition to conform to state law. <br /> <br />5. Amend Section 6.07 to lengthen the period of time a recall petition is valid. <br /> <br />6. Amend Section 6.08 to change the time frame for the holding of an election after the certification of a recall petition <br /> to conform to state law. <br /> <br />7. Amend Section 7.01 to prescribe the composition of the planning and zoning commission and qualifications for <br /> its members. <br /> <br />In addition, the report recommends that the City Council make five non-substantive revisions to the Charter. <br />Section 12.13 of the Charter allows the City Council to make these changes by ordinance. <br /> <br />A minority report was submitted by Commission Member Ernie Murray. A copy of it is attached. The report <br />recommends against proposal items 1 and 7 from the list above. <br /> <br />Council discussion and direction to staff is requested on Charter amendment proposals to include in the ordinance <br />calling the May 15, 2004 election. <br /> <br /> <br />
