He stated there is a small <br />population of vehicles which would fail the testing. He stated this would <br />be an expensive test with very little effect. Mayor Habingreither stated <br />he is not convinced an inspection and maintenance program should be in the <br />plan .for our citizens. Mr. Mihalkanin inquired to the deadlines. Bill <br />Gill, Capital Area Planning Council, stated a draft plan must be submitted <br />by the end of January, 2004, and the final plan is due on March 31, 2004. <br />He stated the IM Program must be approved by the County and largest City <br />in that County. Ms. Narvaiz inquired as to the effects if the City does <br />not pass Table 1. Mr. Gill stated if the City does not participate in the <br />Early Action Compact Plan and the Austin/RR MSA goes into non-attainment, <br />then the County and the City of San Marcos would be required t© follow the <br />EPA non-attainment requirements. Mr. Mihalkanin inquired whether the <br />Federal Government would take into consideration the contributions of <br />outside sources causing the non-attainment. Mr. Gill stated if the City <br />becomes non-attainment in 2005, 2006 and 2007, then TCEQ might look at the <br />outside areas who are causing an impact. Mayor Habingreither moved to <br />amend Table 1 by deleting A1 and voluntary measures in Table 2. Mayor <br />Habingreither withdrew his motion. Mayor Habingreither moved to amend <br />Table 1 by deleting A1 and Mr. Diaz seconded the motion. Mr. Thomaides <br />stated he feels there should be some testing of older vehicles. Mayor <br />Habingreither stated he is not convinced the Council should approve costs <br />for citizens. Mr. Diaz stated he is not convinced the emission testing <br />would have an impact on the reductions of NOx and VOC for the cost to the <br />citizens. Dr. Tajalli presented the Council with the 2003 Community <br />Survey results and stated he was glad to be involved. He stated citizens <br />both English and Spanish were randomly selected to participate in the <br />Survey. He also stated the top four priorities are traffic problems, <br />repairs and maintenance of roads, protecting the'environment and lowering <br />taxing fees. He stated the students of Texas State University-San Marcos <br />are generally less satisfied, but generally the residents are satisfied. <br />He stated the citizens feel growth is needed in the areas of <br />transportation and employment opportunities.
