Mr. Mihalkanin stated they tried to remove any language which <br />might point fingers. Mr. Diaz stated he feels the City should not get <br />involved, but once mn awhile you have to take a stand. Mr. Thomaides <br />stated he is not sure if he will support this Resolution, but he is <br />willing to have it come back to Council as an action item. Mayor <br />Habingreither stated he is not sure if he will support this Resolution, <br />but is willing to have it on the next agenda as an action item. <br /> <br />Mayor Habingreither introduced a discussion regarding polygraph tests for <br />Council Members in connection with the 2002 Election Campaign Flyer. Mr. <br />Taylor stated the 2002 Campaign Flyer was his first taste of politics. He <br />stated after the letter in the paper regarding the Mayor and the City were <br />trying to cover up the issue, he decided to take a polygraph test to clear <br />his name. Mr. Mihalkanin stated he is willing to take a polygraph test. <br />He stated he would like for the polygraph examiner to come to San Marcos. <br />He also stated he is willing to reimburse the City for his expenses. Mr. <br />Thomaides stated he feels the test is a waste of time. He also stated he <br />feels this issue is politically motivated. He stated he is concerned with <br />the money and the time which is being spent on this issue. Mayor <br />Habingreither stated the investigator who was hired did solve the email <br />which surfaced during the last election. Ms. Narvaiz stated in May, 2003, <br />the consensus of the Council was to dissolve this issue. She stated the <br />flyer was morally wrong but did not violate any laws. She stated she too <br />has taken a polygraph test and anyone who is interested in the results may <br />contact Les Johnson. Mr. Diaz stated he personally knows he did not have <br />anything to do with the campaign flyer. He also stated he,does not <br />support spending any more money regarding this issue. Mr. Montoya stated <br />he is willing to take a polygraph test. Mr. Mihalkanin stated he had <br />overlooked the third investigator performs polygraphs, and he will contact <br />him to arrange for a test and make the results public. <br /> <br />Mayor Habingreither introduced a discussion regarding the disannexed area <br /> (Subareas A & F, South San Marcos) revenue and expense evaluation. Mr. <br />Gonzales, Director of Finance, ~stated after reviewing all revenue <br />collected from residents of the subareas and expenses spent for the <br />benefits of the area, a determination has been made that the expenses <br />exceed the amount of revenues collected by $348,251.00. Mr. Taylor <br />inquired as to the method used to come up with the figures. Mr. Gonzales <br />stated the formula used is set out by State Law. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mr. Taylor <br />stated he will make his results from his lie detector test regarding the <br />campaign flyer available to the public. 2) Ms. Narvaiz congratulated the <br />60% voters who turned out to vote during the School Bond Election. 3) Ms. <br />Narvaiz stated the Women's Center provided the City Council with some cake <br />from their reception Sunday. 3) Ms. Narvaiz stated she attended the Main <br />Street Advisory Board Meeting. 4) Mayor Habingreither stated there was an <br />article in the Austin-American Statesman crediting the failure of the <br />Inspection and Maintenance to the Libertarian Party. Mr. O'Leary stated <br />he has reviewed the tape from the last meeting and there was a speaker who <br />spOke in opposition of the testing. He stated this man did not state he <br /> <br /> <br />
