He stated he feels <br />the neighborhood residents should decide what happens with their <br />neighborhood. 5) Johnnie Armstead stated she wished to speak on the Dunbar <br />Center. She stated she feels San Marcos is one community with different <br />sections. She encouraged the Council to not let someone take something <br />away from the citizens for personal benefits. She also encouraged the <br />Council to keep peace in San Marcos and promote progress. 6) Ollie Giles <br />stated she did not wish to speak. 7) Bob Bryant stated he wished to speak <br />regarding the Ethics Review Commission hearings. He provided the Council <br />with a copy of a letter to the San Marcos Daily Record written by Donald <br />Graham. He encouraged the Council to review all legal opinions and <br />testimonies provided at the Fall 2002 Ethics hearing. 8) Mary Jackson <br />provided written comments to the Council. 9) Jim Green stated he wished <br />to speak on Item 26, a discussion regarding the Bill of Rights. He stated <br />he is against the Patriot Act Resolution. He stated he feels this <br />Resolution was created by citizens opposing President Bush. He encouraged <br />the Council not to adopt the Bill of Rights Resolution. 10) Loraine <br />Spencer stated she wished to speak on Item 27, a discussion regarding <br />polygraph tests. She stated the City has spent over $20,000.00 for the <br />campaign flyer investigation and did not receive anything for their money. <br />She encouraged the Council not to waste any more money or time on the <br />campaign flyer investigation. 11) Roland Hesalroad stated he wished to <br />speak on Item 27, a discussion regarding polygraph tests. He stated ~he <br />has been a San Marcos resident for 10 years. He stated he feels the <br />residents are tired of the campaign flyer investigation discussion. He <br />stated if the Council can prosecute anyone who was involved in the <br />wrongdoing, then prosecute them or drop the discussion and move on. He <br />also encouraged the Council to approve the three Ordinances regarding the <br />Ethics Review Commission. 12) Robert Seese stated he wished to speak on <br />Item 27,a discussion regarding polygraph tests. He stated the citizen of <br />Subareas D & E want justice on the racial campaign flyer of 2002. He <br />stated the citizens of this area are willing to put up the money for the <br />Council to take polygraph tests. <br /> <br />Mayor Habingreither introduced the Staff Report. <br />had no report. <br /> <br />Mr. O'Leary stated he <br /> <br />Mayor Habingreither introduced for consideration approval of six adult <br />appointments and four student appointments to the Youth Commission. Ms. <br />Narvaiz moved to reappoint David Valle as the (youth) Pride School, SMHS <br />student government representative, Mr. Mihalkanin moved to reappoint <br />Mallory Miller (youth) Pride School, SMHS student government <br />representative, reappoint Fabian Vasquez (youth) Pride School, SMHS <br />student government representative and reappoint Madelyn Smith as the <br />(adult) Central Texas Medical Center representative, which passed <br />unanimously. The remaining appointments will be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration approval of two <br />appointments to the San Marcos Electrical Board. Mr. Mihalkanin moved to <br />reappoint Tom Flaunders as a General Contractor representative, which <br />passed unanimously. The remaining appointment will be rescheduled. <br /> <br /> <br />
