Regular Meeting <br /> <br />February 9, 2004 <br /> <br />205. <br /> <br /> Page 3 <br /> <br />Mayor Habingreither introduced for consideration approval of two <br />appointments to the Airport Commission. Ms. Narvaiz moved to appoint Leo <br />Speckman, Mr. Taylor moved to appoint Randy Haverda and Mr. Diaz moved to <br />appoint Rick Hernandez. On roll call the following vote was recorded: <br /> <br />Haverda: Taylor. <br /> <br />Speckman: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya and <br />Diaz. <br /> <br />Hernandez: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Montoya, <br />Taylor and Diaz. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM <br />223 ACRES, MORE OR LESS, OF INDUSTRIAL AND 105 ACRES, MORE OR LESS, <br />OF LOW DENSITY RESIDENTIAL TO 53 ACRES, MORE OR LESS, OF COMMERCIAL, <br />263.5 ACRES, MORE OR LESS, OF LOW DENSITY RESIDENTIAL, AND 11.5 <br />ACRES, MORE OR LESS, OF OPEN SPACE LOCATED IN THE 2900 BLOCK OF IH-35 <br />NORTH; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Barry Campbell stated he is the engineer for the site. He <br />stated he feels the residents are trying to Master Plan since September <br />but have had some problems. He stated the developers are willing to give <br />eleven acres of open space to C-FAN and BF Goodrich for a buffer zone. He <br />stated they do not want to market the property for housing development. <br />2) Lisa McCurley provided the Council with a handout. She stated she <br />feels the complaint regarding air impact and air monitoring cannot be <br />used. She encouraged the Council to adopt the Resolution. 3) Bruce Tifft <br />stated he is with the B. F. Goodrich Corporation. He stated he opposes <br />the proposed land use amendment. He stated B. F. Goodrich chose this site <br />with hopes of expansion. 4) John McCrocklin stated the City never <br />promised the adjacent property to be used for industrial development. He <br />encouraged the Council to consider the environmental study and support the <br />change. Mayor Habingreither asked if anyone else wished to speak. No one <br />did, so he closed the public hearing. Mr. Diaz moved for adoption of the <br />Resolution and Ms. Narvaiz seconded the motion. Mr. Taylor inquired as to <br />the document written by Ken Bell, Fire Marshal. Carol Barrett, Director <br />of Planning and Development, stated a review was conducted of the proposed <br />development area regarding a question of storage of hazardous materials <br />and building setbacks. She stated Mr. Bell indicated that under the worst <br />case scenario, a minimum of 175' distance would be required from the <br />existing facilities to any new construction. She stated Mr. Bell's letter <br />also stated in the event of any hazardous materials emergency, this <br />distance would provide little to no protection She also stated the <br />national standards in emergency situationsltypically have an immediate <br />evacuation distance at 2500' for initial response.
