Herman Foster stated he wished to speak on <br />Dunbar Center. He stated he would like to see the Council lend the Dunbar <br />Center to Charter School. He stated the Charter School needs the Dunbar <br />Center to use as a training center. He encouraged the Council to support <br />the request for more access to the Dunbar Center. 6) James Byas stated he <br />wished to speak on Dunbar Center. He finished school at Dunbar over 40 <br />years ago. He is a retired teacher and tries to help with students when he <br />can. He encouraged the Council to support the Charter School. 7) Amy <br />Kirwin stated she wished to speak on Dunbar Center. She stated she lives <br />in the Dunbar neighborhood, and the residents of the Dunbar neighborhood <br />do not support the Dunbar Center being used as part of the Charter School. <br />She stated the Dunbar Center is used for a lot of different events and <br />should not be utilized by the Charter School. 8) Ollie Giles stated she <br />wished to speak on Dunbar Center. She stated she supports education, but <br />does not support Dunbar Center as being used as a school. She stated the <br />Marshalls dedicated the property to the City to be used as a Park and <br />Recreation Center. She stated the Dunbar Center has many uses for the <br />community. 9) Ian Varella read a letter written by Robert Vance regarding <br />a Council Member not following the rules of decorum when reading a written <br />statement at the last Council Meeting. Mr. Vance statement was a response <br />to the statement read by the Council Member. 10) Don Singleton stated he <br />wished to speak on Item 15, a Resolution. He stated he supported the <br />Resolution in defense of the Bill of Rights, and feels the Patriot Act <br />could be misused and damage the Bill of Rights. 11) Mantie Autry stated <br />he wished to speak on Item 15, a Resolution. He encouraged the Council to <br />adopt the Resolution in defense of the Bill of Rights. 12) Jill Flores <br />stated she wished to speak on Item 15, a Resolution. She hopes the Council <br />will consider adopting the Bill of Rights Resolution. <br /> <br />Mayor Habingreither introduced the Staff Report. Mr. O'Leary reminded <br />Council about the Budget Workshop scheduled for Friday, February 27, 2004 <br />and Saturday, February 28, 2004. <br /> <br />Mayor Habingreither introduced for consideration approval of five adult <br />appointments and one student appointment to the Youth Commission. Mr. <br />Thomaides moved to appoint Jesse Saavedra as the (adult) citizen at-large <br />representative, which passed unanimously. The remaining appointments will <br />be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration approval of one <br />appointment to the Zoning Board of Adjustments. Mr. Taylor moved to <br />appoint Randy Haverda as the second alternate representative, which passed <br />unanimously. <br /> <br />Mayor Habingreither introduced for consideration the confirmation of the <br />City Manager's appointment to the Civil Service Commission. Mr. O'Leary <br />requested this appointment be tabled. Ms. Narvaiz moved to table the <br />confirmation and Mr. Taylor seconded the motion, which passed unanimously. <br /> <br /> <br />
