The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMEND- ING SECTION 4 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (GENERAL ZONING ORDINANCE) BY DELETING THE DEFINITION OF "TRAILER HOUSE" AND DECLARING AN EFFECTIVE DATE. Mr. Breihan moved the ordinance be approved on second reading. Mr. Hansen seconded the motion which passed unanimously. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING A NEED FOR THE CONSTRUCTION OF LOW-RENT PUBLIC HOUSING; APPROVING APPLICATION BY THE HOUSING AUTHORITY OF SAN MARCOS FOR A PRELIMINARY LOAN FOR PLANNING PURPOSES; AND DECLARING AN EFFECTIVE DATE. .Jr IIdd; .},'tuV fI ppl!Poul <l1f /I??f ~up.1 Lt Mr. David Ybarra, Executive Director of the Housing Authority of the City of San Marcos, came before the Council to report that he had received a notice that funds were available for the project and was therefore requ~sting the Council approve an application for planning monies. Mr. Cavazos moved the resolution be adopted. Mr. Hansen seconded the motion which passed unanimously. The Mayor introduced a discussion on rates for services to users of the City sanitary sewerage system. Mr. Hyatt said he would like to see all users of the sanitary sewerage system who did not use the City water service pay sewer charges on a more equitable basis than those rates' now as'sessed by the Ci ty. The Ci ty Manager sugges ted tha t the topic be di:scus sed ~t the next liaison Council meeting with representatives from Southwest Texas State University. Mr. Breihan suggested the Mayor appoint a committee to research the matter. Mr. Dunlap informed the Council that he and the staff would work up a comprehensive water and sewer rate study to be presented for their consideration. No action was taken on the item. The Mayor introduced for discussion commercial garbage collection. Mr. Hyatt requested that the commercial garbage containers authorized in the budget be purchased immediately and that the Council consider closing the sanitary landfill to all but customers of the City garbage collection service. The Mayor requested a study on the City program as well as figures on the cost of allowing a private concern to take over the entire garbage collection service. Council discussed the item at length. No action was taken. The Mayor introduced for discussion street lighting on I. H. 35 Council discussed the matter with the City Manager who informed them that the City was currently bound by an agreement with the State to assume all costs for operation and maintenance of the I. H. 35 lighting system. Council directed the City Manager and Staff to investigate for ways to cut expenses in connection with operation and maintenance of those lights. The Mayor introduced for consideration request and authoriza- tion to advertise for bids for purchase of police vehicles. Mr. Cavazos moved bid advertisement be authorized.
