<br />62 <br /> <br />regular meeting, april 2, 1979 <br /> <br />page two <br /> <br />Mr. Hansen moved the ordinance be approved on second reading. <br />Mr. Hyatt seconded the motion which passed unanimously. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, AMEND- <br />ING SECTION 4 OF THAT ORDINANCE WHICH <br />REGULATES AND RESTRICTS THE LOCATION <br />AND USE OF BUILDINGS, STRUCTURES AND <br />LAND, DATED MAY 23, 1966 (GENERAL <br />ZONING ORDINANCE) BY DELETING THE <br />DEFINITION OF "TRAILER HOUSE" AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Breihan moved the ordinance be approved on second reading. <br />Mr. Hansen seconded the motion which passed unanimously. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, <br />DECLARING A NEED FOR THE CONSTRUCTION <br />OF LOW-RENT PUBLIC HOUSING; APPROVING <br />APPLICATION BY THE HOUSING AUTHORITY <br />OF SAN MARCOS FOR A PRELIMINARY LOAN <br />FOR PLANNING PURPOSES; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />.Jr IIdd; .},'tuV <br />fI ppl!Poul <l1f /I??f <br />~up.1 Lt <br /> <br />Mr. David Ybarra, Executive Director of the Housing Authority <br />of the City of San Marcos, came before the Council to report <br />that he had received a notice that funds were available for <br />the project and was therefore requ~sting the Council approve <br />an application for planning monies. Mr. Cavazos moved the <br />resolution be adopted. Mr. Hansen seconded the motion which <br />passed unanimously. <br /> <br />The Mayor introduced a discussion on rates for services to <br />users of the City sanitary sewerage system. Mr. Hyatt said <br />he would like to see all users of the sanitary sewerage <br />system who did not use the City water service pay sewer charges <br />on a more equitable basis than those rates' now as'sessed by the <br />Ci ty. The Ci ty Manager sugges ted tha t the topic be di:scus sed <br />~t the next liaison Council meeting with representatives from <br />Southwest Texas State University. Mr. Breihan suggested the <br />Mayor appoint a committee to research the matter. Mr. Dunlap <br />informed the Council that he and the staff would work up a <br />comprehensive water and sewer rate study to be presented for <br />their consideration. No action was taken on the item. <br /> <br />The Mayor introduced for discussion commercial garbage <br />collection. Mr. Hyatt requested that the commercial garbage <br />containers authorized in the budget be purchased immediately <br />and that the Council consider closing the sanitary landfill <br />to all but customers of the City garbage collection service. <br />The Mayor requested a study on the City program as well as <br />figures on the cost of allowing a private concern to take over <br />the entire garbage collection service. Council discussed the <br />item at length. No action was taken. <br /> <br />The Mayor introduced for discussion street lighting on I. H. 35 <br />Council discussed the matter with the City Manager who informed <br />them that the City was currently bound by an agreement with the <br />State to assume all costs for operation and maintenance of the <br />I. H. 35 lighting system. Council directed the City Manager <br />and Staff to investigate for ways to cut expenses in connection <br />with operation and maintenance of those lights. <br /> <br />The Mayor introduced for consideration request and authoriza- <br />tion to advertise for bids for purchase of police vehicles. <br />Mr. Cavazos moved bid advertisement be authorized.
