<br />regu~ar mee~ln~, ~~~~~ ~, <br /> <br />t"'c;.~...... -..-.......... <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AUTHORIZING <br />PUBLICATION OF NOTICE OF INTENTION TO <br />ISSUE CERTIFICATES OF OBLIGATION FOR <br />AIRPORT IMPROVEMENTS AT SAN MARCOS <br />MUNICIPAL AIRPORT. <br /> <br />I <br /> <br />Mr. Breihan moved the resolution be adopted. Mr. James seconded <br />the motion. Mr. Curtis Adrian, City Fi~cal Agent, was present <br />to report to the Council that the financial affairs of the City <br />were in good condition and that the certificates of obligation <br />would be supported by revenue from the airport and would not <br />require tax increase. Also present was Colonel Jack Stovall, <br />Chairman of the Municipal Airport Commission. The motion to <br />adopt the resolution was unanimously approved. <br /> <br />The Mayor introduced for consideration the City sales tax on <br />residential gas and electric utility charges. The City Manager <br />reported that the City received approximately $50,000 in revenue <br />annually from this one percent sales tax. Mr. Breihan, stating <br />that he felt the tax should be repealed so as to give home <br />owners some relief from high utility bills, moved to discontinue <br />the one percent sales tax on residential utility bills. Mr. Hyatt <br />seconded the motion. Mr. Sutton said he would rather keep the <br />tax than have to make up the lost revenue by raising the property <br />tax rate. Mr. James agreed saying he felt it was easier ~o <br />conserve energy and therefore control the tax than it would be <br />to control the amount of property tax. On roll call, the <br />following vote was recorded: <br /> <br />AYE: Sutton, Breihan, Hyatt <br />NAY: James, Tenorio, Hansen, Cavazos. <br /> <br />I <br /> <br />The Staff was directed to place an ordinance stating the City's <br />intention to continue to levy the one percent sales tax on <br />residential gas and electric utility bills.on the next agenda to <br />be considered as an emergency. <br /> <br />The Mayor introduced for consideration requested authorization to <br />advertise for bids for a drilling (tapping) machine for the <br />utility department. Mr. Cavazos moved the advertisement of bids <br />be authorized. Mr. Hansen seconded the motion. Mr. George Boeker, <br />Superintendent of Water and Wastewater, appeared before the Council <br />to say that the department needed the machine to make the larger <br />taps required for apartments and other high density areas since <br />they were now having to rent the necessary equipment. On roll call, <br />the motion to authorize advertisement of bids was unanimously <br />approved. <br /> <br />Council Member Bob Hyatt moved to authorize the Staff to employ <br />Mr. S. A. Garza as consultant engineer for the Roosevelt, Patton <br />and Center street and drainage projects. Mr. Hansen seconded <br />the motion which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration a resolution ordering a <br />Special Run-off Election to be held May 5, 1979. Mr. Hansen <br />moved the resolution be adopted. Mr. Hyatt seconded the motion <br />which passed unanimously. <br /> <br />, <br />" .. <br /> <br />Mr. Hansen moved to approve the employment of Electric Power <br />Engineers, Inc. as City Consultant Engineers to assist in the <br />evaluation of the rate schedule proposed by the Lower Colorado <br />River Authority. Mr. James seconded the motion which passed <br />unanimously. The City Attorney reported that the Public utility <br />Commission had set a date of June 25th to hear the case. <br />
