<br />113 <br /> <br />regular meeting, may 14, 1979 <br /> <br />page two <br /> <br />Mr. Sutton moved the resolution be adopted. Mr. Breihan seconded <br />the motion which passed unanimously. Mr. Hyatt requested that <br />in the future the Council be informed of the total cost of each <br />project including a cost accounting of City time and materials <br />involved. The City Manager explained that the Staff currently <br />had no cost accounting system to provide such detailed <br />information but could provide estimated information. Council <br />discussed the matter at length. <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING <br />CHAPTER 23 OF THE CODE OF ORDINANCES <br />OF SAID CITY, ENTITLED "PUBLIC UTILITIES", <br />BY REPEALING ARTICLE I, ENTITLED "IN <br />GENERAL" OF SAID CHAPTER, AND SUBSTITUTING <br />IN ITS PLACE A NEW ARTICLE I, ENTITLED <br />"PLACEMENT OF ADVERTISEMENTS, HANDBILLS, <br />CIRCULARS, POSTERS, OR PIECES OF PAPER ON <br />UTILITY POLES WITHIN THE CITY OF SAN MARCOS, <br />TEXAS;" DESIGNATING PERSONS TO BE RESPONSIBLE <br />FOR REMOVING ADVERTISEMENTS, HANDBILLS, <br />CIRCULARS, POSTERS, OR PIECES OF PAPER FOUND <br />ON UTILITY POLES WITHIN THE CITY OF SAN MARCOS, <br />TEXAS, SUBSEQUENT TO THE EFFECTIVE DATE OF <br />THIS ORDINANCE; AND SETTING AN EFFECTIVE DATE. <br /> <br />Mr. Breihan moved the ordinance be approved on first reading. <br />Mr. Hyatt seconded the motion. Council Member Cavazos stated <br />his opposition to the ordinance saying that it would have an <br />unfavorable political effect on the souths ide community because <br />candidates relied greatly on that type of advertising to reach <br />voters in that area as opposed to telephone campaigns and other <br />campaign strategies employed in other areas of the City. <br />Mr. Bob Barton, County Democratic Chairman, also stated his <br />opposition to prohioiting that type of campaign activity. <br />Mr. Charles Cole and Mr. Steve Anderson, Mr. Anderson being <br />the owner of the Cheyanne Social Club, stated that they also <br />relied on that means of advertising and that they felt the <br />current ordinance allowing the placement of such materials <br />on utility poles should be strictly enforced. On roll call, <br />the following vote was recorded: <br /> <br />AYE: Breihan, Hyatt, Hansen, Sutton, <br />Tenorio <br />NAY: Cavazos. <br /> <br />The Mayor introduced consideration of authorization for placement <br />of a traffic signal device on Broadway Street in the area of <br />San Marcos High School. Council Member James:;arrived during this <br />discussion. The Director of Public Safety reported that he had <br />been in contact with State officials who recommended a traffic <br />signal device, pedestrian and vehicle activated, be placed at <br />Broadway Street and Highway 123 and that a flashing school <br />crossing sign and a crossing guard be placed further down the <br />street at Bowie Elementary Street. Mr. Minnie also reported <br />that he had been advised it would be unwise to put a pedestrian <br />activated signal light on Highway 123 since it was too close to <br />the Broadway traffic signal device and would tend to confuse <br />drivers. Mr. Minnie said he had no definite cost estimate but, <br />that a very rough estimate of the price would be around $25,000. <br />Mr. Hyatt moved the Staff be authorized to proceed work on <br />getting the traffic signal device at Broadway and 123 approved <br />and to bring back a more definite estimate to the City Council. <br />Mr. James seconded the motion which passed unanimously. <br /> <br />The City Manager summarized projects previously approved for <br />funding and proposed projects for funding from the cost savings <br />realized by the personnel reorganization. That summary is <br />attached and made a part of these minutes. Mr. Cavazos moved <br />the budget amendments as recommended by the City Manager be <br />adopted.
