<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, june 18, 1979 <br /> <br />14S <br /> <br />page three <br /> <br />Mr. Hyatt moved the ordinance be approved on first reading. <br />Mr. Breihan seconded the motion which passed unanimously. <br /> <br />:"'~ ' <br /> <br />The Mayor introduced an ordinance having the following caption <br />which was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING CHAPTER 29 OF THE <br />CODE OF ORDINANCES, ENTITLED "TRAFFIC" BY ADDING <br />TO SECTION 29-122, ENTITLED "STOP SIGNS," OF <br />ARTICLE V, ENTITLED "TRAFFIC CONTROL DEVICES" OF <br />SAID CHAPTER, ONE LOCATION FOR A STOP SIGN; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. James moved the ordinance approving the location of a stop <br />sign at the inter~~~tion of Bugg Lane and Hopkins Street (also <br />known as Ranch Roaa) be adopted on emergency. Mr. Sutton <br />seconded the motion which passed unanimously. <br /> <br />The Mayor introduced an ordinance having the following caption <br />which was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING EXHIBIT "A" OF <br />SECTION 2-54, ENTITLED "BOUNDARIES" OF ARTICLE <br />IV, ENTITLED "BELVIN HISTORICAL DISTRICT," OF <br />CHAPTER 2, ENTITLED "ADMINISTRATION" OF THE CODE <br />OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, <br />BY ENLARGING THE BOUNDARIES OF THE BELVIN <br />HISTORICAL DISTRICT AND SETTING AN EFFECTIVE DATE. <br /> <br />Mrs. ROland Gerth, applicant, and owner of the property at 716 <br />Belvin, was present to request said property be included within <br />the boundaries of the Belvin Street Historical District. It <br />was noted that the Belvin Street Historical District Board of <br />Review had recommended approval of the action. Mr. Sutton <br />moved the ordinance be approved on first reading. Mr. Breihan <br />seconded the motion which passed unanimously. <br /> <br />Mr. John Denison, representative of Electric Power Engineers, <br />Inc., City Utility Rates Consultants, came before the Council <br />to present a report on his study of the City water and sewer <br />rate structure. Mr. Denison told the Council that his review <br />of the water and sewer rate shows that the City had come from <br />net earnings of $135,000 in 1967 down to losses for the years <br />of 1975, 1976, 1977 and 1978. In his summary of the study, <br />Mr. Denison said projected costs indicate that about an 18.8% <br />increase in total revenue from both water and wastewater <br />department would bring the system to a break even point. <br />Mr. Denison further informed the Council that the City fiscal <br />advisors had informed his group that an anticipated bond issue <br />would require $280,000 coverage by 1980. The report contains <br />a proposal for billing apartment complexes on a residential <br />rate as opposed to the current practice of billing at the <br />commercial rate and also to bill the Southwest Texas State <br />University sewer service on a commercial rate as opposed to <br />the negotiated rate. A copy of the proposed rates is attached <br />and made a part of these minutes. Mr. Denison was requested <br />to provide a written summary of his report to the City Council <br />and the staff was directed to present its review of the proposed <br />rate schedule in the very near future. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, APPROVING A LEASE AGREEMENT <br />BETWEEN SAID CITY AND SMITH OIL DISTRIBUTING <br />COMPANY FOR LEASE OF UNDERGROUND STORAGE TANKS <br />LOCATED AT THE SAN MARCOS MUNICIPAL AIRPORT; AND <br />AUTHORIZING THE MAYOR TO EXECUTE SAID LEASE ON <br />BEHALF OF THE CITY. <br />
