The Board of Adjustment and <br />Appeals went along with the idea of not requiring paving of <br />parking areas. Mr. W. C. Carson felt there needed to be <br />some type of requirement for automobiles such as an entrance <br />way, exit way, curb stops or something of that nature to note <br />individual parking spaces. Mr. Breihan was concerned about <br />the dust which would be caused if some type of asphalt <br />surface was not required, control of parking, and access to I <br />the buildings on an emergency basis. Mr. Cavazos moved to <br />amend the ordinance to add a "grandfather clause" to exempt <br />businesses currently in operation from the requirements of <br />Section 2 1/2-4(E) (5). Mr. Hyatt seconded Mr. Cavazos' <br />motion. On roll call, the following vote was recorded: <br /> <br />AYE: Hansen, Sutton, Tenorio, Breihan, <br />Cavazos, Hyatt <br />NAY: James. <br /> <br />Mr. James made the motion for a one year exemption of the <br />grandfather clause on the amended ordinance for the current <br />tavern owners in existence before November 20, 1978. The <br />motion failed due to no second. <br /> <br />Mayor Hansen read the caption of an ordinance on second <br />reading as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH REGU- <br />LATES AND RESTRICTS THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING <br />THE ZONING OF A 9.85 ACRE TRACT OUT OF <br />J. M. VERAMENDI LEAGUE #2 (FURTHER <br />DESCRIBED BY METES AND BOUNDS IN THE <br />ATTACHED EXHIBIT A), LOCATED ON RIVER <br />ROAD, FROM "R-I" (SINGLE FAMILY <br />RESIDENTIAL) TO "D" (MULTIFAMILY). <br /> <br />I <br /> <br />Mr. Sutton moved approval of the ordinance on second reading. <br />Mr. Hyatt seconded the motion. Ms. Cheryl Price explained <br />she had an interested person who might buy the land for use <br />of building (on about 4 acres) more government project <br />housing like the housing beside it. The other 5.8 acres <br />might be used for single family or duplex housing. <br />Mr. Breihan showed his concern over the traffic flow and <br />drainage. He also stated he felt the Department of Public <br />Safety and Public Works should get together and give some <br />suggestions as what it would take to alleviate the situation. <br />Mr. Breihan moved to table this ordinance on the zoning change <br />of 9.85 acres from R-l to D until after the budget hearing <br />so as to have an opportunity to discuss the financing of <br />necessary drainage improvements in the area. Mr. Hyatt <br />seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration permission to rebid <br />the Airport T-hangars construction. Mr. Kotowski reported <br />that the bids received on the proposed T-hangars were about <br />$60,000 over the $80,000 budgeted for the construction but <br />the project had been modified and was now expected to fall <br />within budgeted amount. Col. Jack Stovall, Chairman of the <br />Airport Commission, was present to answer questions and <br />explained the modifications. Mr. Breihan moved to rebid <br />for the Airport T-hangars construction. Mr. Cavazos seconded <br />the motion which passed unanimously. <br /> <br />-I <br /> <br />Mr. Kotowski announced Item #7, receive a report from the <br />Airport Commission concerning a request by Tejas Avionics, <br />was deffered to a later date. <br />
