I I I regular meeting, july 9, 1979 page three 178 Mayor Hansen read a resolution in its entirety having the following caption: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THAT CERTAIN STATE-OWNED SURPLUS PROPERTY IS NOT NEEDED BY THE CITY OF SAN MARCOS AND AGREEING TO ITS TRANSFER OF HAYS COUNTY. Mr. Kotowski stated the State Highway Department wishes to convey property along I. H. 35 North surplus land to the Hays County Hospital. Mr. Sutton moved to adopt the resolution. Mr. Breihan seconded the motion which passed unanimously. Mr. Hyatt left the Council Chambers at this time so his vote is not included. The Mayor next introduced consideration of award of bids on a sanitation department truck, compaction body, and containers. The Staff recommendation and bid sheets are attached and made a part of these minutes. Mr. Breihan objected to the fact that only one dealer was invited to bid on the compaction body. Mr. Cavazos moved to accept the low bid of Red Simon Ford for the truck chassis in the amount of $l8,llO and Pak-Mor for the /,compaction body in the amount of $15,500 and 76, 3 cubic yard containers in the amount of $19,304. Mr. James seconded the motion. On roll call, the following vote was recorded: AYE, Cavazos, Hyatt, Hansen, James, Sutton, Tenorio NAY: Breihan. The Mayor next introduced for consideration a staff report on recommendations for revisions of the City's collection and disposal policies and regulations. Mr. Albert Sierra explained the Staff's recommendations which are attached and made a part of these minutes. Mr. Hansen made the motion to raise the rates to $3.00 per cubic yard for licensed, commercial haulers and that no other persons, other than San Marcos residents (as evidenced by current water bill, voter registration card or driver's license), be allowed to use the landfill effective August 1, 1979. Mr. Tenorio moved that the City of San Marcos go on record to support a regional solid waste disposal program and establish a committee of at least one City Council Member and representatives of the County and other interested communities. Mr. James seconded the motion which passed unanimously. Mr. Hansen appointed Mr. Hyatt and Mr. Tenorio as the City Council representatives. for that committee. Mr. Breihan requested the City Attorney and City Staff proceed with application for the landfill permit and find out why it has been delayed. Mayor Hansen read a resolution in its entirety in relation to a parking meter agreement with Hays County. Miss Edwards explained the agreement based on the Interlocal Cooperation Act which gives the authority to. agree with the County that the City will enforce regulations that the County has adopted. Mr. Breihan moved to adopt the resolution. Mr. Hyatt seconded the motion which passed unanimously. The Mayor read the caption of a resolution calling for an Election to be held to submit a proposition regarding collective bargaining for police officers as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING AN ELECTION TO BE HELD ON THE 11TH DAY OF AUGUST, 1979, FOR THE PURPOSE OF SUB- MITTING A PROPOSITION REGARDING COLLECTIVE BARGAINING; DESIGNATING ELECTION OFFICIALS AND POLLING PLACES FOR SAID ELECTION; AND ESTABLISHING PROCEDURES FOR CONDUCT OF THE ELECTION.
