<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, july 9, 1979 <br /> <br />page three <br /> <br />178 <br /> <br />Mayor Hansen read a resolution in its entirety having the <br />following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, DECLARING <br />THAT CERTAIN STATE-OWNED SURPLUS PROPERTY <br />IS NOT NEEDED BY THE CITY OF SAN MARCOS <br />AND AGREEING TO ITS TRANSFER OF HAYS <br />COUNTY. <br /> <br />Mr. Kotowski stated the State Highway Department wishes to <br />convey property along I. H. 35 North surplus land to the <br />Hays County Hospital. Mr. Sutton moved to adopt the <br />resolution. Mr. Breihan seconded the motion which passed <br />unanimously. Mr. Hyatt left the Council Chambers at this <br />time so his vote is not included. <br /> <br />The Mayor next introduced consideration of award of bids on <br />a sanitation department truck, compaction body, and containers. <br />The Staff recommendation and bid sheets are attached and made <br />a part of these minutes. Mr. Breihan objected to the fact that <br />only one dealer was invited to bid on the compaction body. <br />Mr. Cavazos moved to accept the low bid of Red Simon Ford for <br />the truck chassis in the amount of $l8,llO and Pak-Mor for the <br />/,compaction body in the amount of $15,500 and 76, 3 cubic yard <br />containers in the amount of $19,304. Mr. James seconded the <br />motion. On roll call, the following vote was recorded: <br /> <br />AYE, Cavazos, Hyatt, Hansen, James, <br />Sutton, Tenorio <br />NAY: Breihan. <br /> <br />The Mayor next introduced for consideration a staff report on <br />recommendations for revisions of the City's collection and <br />disposal policies and regulations. Mr. Albert Sierra explained <br />the Staff's recommendations which are attached and made a part <br />of these minutes. Mr. Hansen made the motion to raise the <br />rates to $3.00 per cubic yard for licensed, commercial haulers <br />and that no other persons, other than San Marcos residents (as <br />evidenced by current water bill, voter registration card or <br />driver's license), be allowed to use the landfill effective <br />August 1, 1979. Mr. Tenorio moved that the City of San Marcos <br />go on record to support a regional solid waste disposal program <br />and establish a committee of at least one City Council Member <br />and representatives of the County and other interested <br />communities. Mr. James seconded the motion which passed <br />unanimously. Mr. Hansen appointed Mr. Hyatt and Mr. Tenorio <br />as the City Council representatives. for that committee. <br />Mr. Breihan requested the City Attorney and City Staff proceed <br />with application for the landfill permit and find out why it <br />has been delayed. <br /> <br />Mayor Hansen read a resolution in its entirety in relation to <br />a parking meter agreement with Hays County. Miss Edwards <br />explained the agreement based on the Interlocal Cooperation Act <br />which gives the authority to. agree with the County that the City <br />will enforce regulations that the County has adopted. Mr. Breihan <br />moved to adopt the resolution. Mr. Hyatt seconded the motion which <br />passed unanimously. <br /> <br />The Mayor read the caption of a resolution calling for an <br />Election to be held to submit a proposition regarding <br />collective bargaining for police officers as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, ORDERING AN <br />ELECTION TO BE HELD ON THE 11TH DAY OF <br />AUGUST, 1979, FOR THE PURPOSE OF SUB- <br />MITTING A PROPOSITION REGARDING <br />COLLECTIVE BARGAINING; DESIGNATING <br />ELECTION OFFICIALS AND POLLING PLACES <br />FOR SAID ELECTION; AND ESTABLISHING <br />PROCEDURES FOR CONDUCT OF THE ELECTION. <br />
