Webster <br />City Manager <br />SUBJECT: BUDGET ISSUES <br />DATE: August 3, 1978 RE: <br />On Monday night, we would like to have a work session to discuss <br />several major areas that need to be resolved before we can <br />finalize a proposed budget to the Council. I would anticipate <br />that this will be primarily a briefing session for the Council <br />and an opportunity for you to feed back some of your ideas. I <br />do not anticipate you will make any final decisions. Those will <br />be made in the actual budget workshops when you have numbers <br />available to you. We would like to discuss some of the implica- <br />tions of these issue areas. <br />1. Water and Sewer Department <br />a. We need to discuss the organization of the entire <br />department. We believe, as I have previously <br />discussed with the Council, the department is poorly <br />organized at the present time to respond to what I <br />believe ought to be occurring. In addition, I believe <br />the reorganization can result in cutting of several <br />positions in the water and sewer department and much <br />more effective operation of the water and sewer <br />department. <br />b. We need to discuss a proposed policy for tap fees and <br />whether or not the City crews will be involved in <br />making water'--and'-sewer taps. A possible alternative <br />is to turn this responsibility to private contractors <br />here in the City. <br />C. We need to discuss the policy for the extension of <br />water and sewer mains in the City, the fees involved <br />and who will actually do the work involved. <br />d. We need to discuss whether the City Staff will attempt <br />to do any construction work in water and sewer other <br />than repair of the existing lines. <br />too
