BUDGET ISSUES AUGUST 3, 1978 PAGE 2 2. a. We need to discuss in the area of sanitation the different proposals for brush collection and ' disposal of brush in the landfill. This is an item of concern to the Staff as well as to the Council. A memo from Albert Sierra outlines several alternative procedures. b. We need to discuss the landfill rates to be assessed against non-City users of the landfill. Included in that discussion can also be the decision whether any- one other than the City operation should be allowed to use the landfill. We have completed a survey of the landfill and possible future sites. Based upon the information we have, we anticipate submitting an application to the State for an extension of three years beyond the current lifetime they have allocated us. I believe that we have sufficient information to demonstrate to them that sufficient lifetime exists in the landfill. This would provide us with an extension until January of 1984. Based upon the survey information we have, we do not anticipate any problems justifying them. In addition, based upon the alternative selected by the Council for the disposal of brush, we could extend this time an additional 10% by grinding the brush and placing it into the landfill or an additional 208 by incinerating the brush at the landfill itself. This would ' provide us six months to a year more of life at the landfill. 3. We need to discuss whether the Council desires for us to continue in the new budget year to provide fire protection outside of the City. It makes a significant difference in supplies as well as capital purchases if we intend to continue the fire protection we are now providing outside the City. I assume that also affects very slightly the small appropriation we do get from the County. 4. We need to discuss the future of ambulance service here in the City. This issue came about largely as a result of the request from the County subcommittee on a proposal to have the County take over complete control of ambulance service. The County has not agreed to do this and we need some direction from the Council. We have prepared some basic information concerning the possible operation of the ambulance service through the fire department. 5. We need some discussion with the Council as to the possible relocation of the shop area. As we have discussed in the past, it is currently inadequate for our needs and is located in a place that is not very safe. It could be moved to a couple of different locations that we will discuss or we could locate storage places for vehicles in two locations here in the City and continue to use the existing shop for the next several years.
