BUDGET ISSUES <br />AUGUST 3, 1978 <br />PAGE 2 <br />2. a. We need to discuss in the area of sanitation the <br />different proposals for brush collection and <br />' disposal of brush in the landfill. This is an item <br />of concern to the Staff as well as to the Council. <br />A memo from Albert Sierra outlines several alternative <br />procedures. <br />b. We need to discuss the landfill rates to be assessed <br />against non-City users of the landfill. Included in <br />that discussion can also be the decision whether any- <br />one other than the City operation should be allowed to <br />use the landfill. <br />We have completed a survey of the landfill and possible <br />future sites. Based upon the information we have, we <br />anticipate submitting an application to the State for an <br />extension of three years beyond the current lifetime they <br />have allocated us. I believe that we have sufficient <br />information to demonstrate to them that sufficient lifetime <br />exists in the landfill. This would provide us with an <br />extension until January of 1984. Based upon the survey <br />information we have, we do not anticipate any problems <br />justifying them. In addition, based upon the alternative <br />selected by the Council for the disposal of brush, we could <br />extend this time an additional 10% by grinding the brush <br />and placing it into the landfill or an additional 208 by <br />incinerating the brush at the landfill itself. This would <br />' provide us six months to a year more of life at the landfill. <br />3. We need to discuss whether the Council desires for us to <br />continue in the new budget year to provide fire protection <br />outside of the City. It makes a significant difference in <br />supplies as well as capital purchases if we intend to <br />continue the fire protection we are now providing outside <br />the City. I assume that also affects very slightly the <br />small appropriation we do get from the County. <br />4. We need to discuss the future of ambulance service here in <br />the City. This issue came about largely as a result of <br />the request from the County subcommittee on a proposal to <br />have the County take over complete control of ambulance <br />service. The County has not agreed to do this and we need <br />some direction from the Council. We have prepared some <br />basic information concerning the possible operation of the <br />ambulance service through the fire department. <br />5. We need some discussion with the Council as to the possible <br />relocation of the shop area. As we have discussed in the <br />past, it is currently inadequate for our needs and is <br />located in a place that is not very safe. It could be moved <br />to a couple of different locations that we will discuss or <br />we could locate storage places for vehicles in two locations <br />here in the City and continue to use the existing shop for <br />the next several years.
