<br />The meeting was called to order by Mayor Cavazos at 7:30 p.m.
<br />
<br />The minutes of the regular meeting held August 14, 1978 were
<br />approved by motion of Mr. Hansen and second of Mr. Cavazos.
<br />
<br />Mr. Hyatt thanked the City Staff for the long hours of work
<br />they performed to prepare the budget.
<br />
<br />Mayor Cavazos reported that Dr. Stanley Sissom had missed
<br />three consecutive meetings which, under the provisions of
<br />the Charter, required the Council to reappoint Dr. Sissom
<br />or declare the position vacant. Mr. Arredondo moved
<br />Dr. Sissom be reappointed. Mr. Hansen seconded the motion
<br />which passed unanimously.

<br />The Mayor read the caption of an ordinance as follows:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE
<br />CITY OF SAN MARCOS, TEXAS, AMENDING
<br />SECTION 3 OF THAT ORDINANCE WHICH REGU-
<br />LATES AND RESTRICTS THE LOCATION AND USE
<br />OF BUILDINGS, STRUCTURES AND LAND, DATED
<br />MAY 23, 1966 (VOL. 32) BY CHANGING THE
<br />ZONING OF A PORTION OF LOT 2, BLOCK 24
<br />OF THE ORIGINAL TOWN OF SAN MARCOS,
<br />LOCATED AT 315 NORTH L.B.J. DRIVE FROM
<br />"C" (COMMERCIAL) TO "C-2" (COMMERCIAL).
<br />
<br />Mr. Breihan stated his opposition because of the family ice
<br />cream parlor and student theatre being near. Mr. Sutton
<br />moved the ordinance be adopted on third and fina~ reading.
<br />Mr. Hyatt seconded the motion. On roll call, the folfowing
<br />vote was recorded:

<br />Hansen
<br />NAY: James, Breihan.
