<br />Mayor Pro Tempore Bob Hyatt called the meeting to order at
<br />7:30 p.m.

<br />Mr. Hyatt presented Acting City Manager, Albert Sierra, a
<br />certificate of appreciation for his long working hours in
<br />preparation of the budget.
<br />
<br />Mr. Hyatt introduced a public hearing on the proposed budget.
<br />Mr. Sierra presented a summary of the proposed budget which
<br />is attached and made a part of the minutes. Mr. Johnny James,
<br />policeman, came before the Council stating he felt the
<br />Council should take into consideration a higher than 6%
<br />increase for classified employees only. Others speaking to
<br />encourage increased salary or other benefits were Tod Derkazz,
<br />Scott Irot, Patsy Greiner, James Judson and Mary Holland.
<br />Mr. Henry C. Kyle protested the amount of money spent on
<br />administrative costs, especially in the Utility Fund.
<br />Mr. Hyatt closed the public hearing.
<br />
<br />Mr. Hyatt introduced for consideration authorization for a
<br />water and sewer rate study. Mr. Arredondo moved that the
<br />Acting City Manager be instructed to contact the consultant,
<br />Electric Power Engineers, Inc. Mr. Hansen seconded the motion
<br />which passed unanimously.

<br />Mr. Hyatt read an ordinance in full having the following
<br />caption:

<br />AN ORDINANCE OF THE CITY COUNCIL OF THE
<br />CITY OF SAN MARCOS, TEXAS, AMENDING THAT
<br />ORDINANCE CODIFIED AS SECTION 12-17 OF
<br />THE CODE OF ORDINANCES WHICH IS ENTITLED
<br />"DISPOSAL CHARGES, SANITARY LANDFILL" AND
<br />FILED IN VOLUME 41, PAGE 84 OF THE MINUTES
<br />OF THE CITY COUNCIL, BY ESTABLISHING NEW
<br />RATES; DECLARING AN EMERGENCY; AND SETTING
<br />AN EFFECTIVE DATE.
<br />
<br />Mr. Sutton moved to adopt the ordinance on emergency.
