• A. Housing Authority: Lorraine Burleson was appointed. <br />B. Human Services Advisory Board: Bibb Underwood was appointed. <br />31. Consider approval of the scope of work and composition of a San Marcos River <br />Recreation Task Force and appointment of members. <br />The City Council accepted the staff recommendation for the composition of a San Marcos River <br />Recreation Task Force and appointed Councilmember Fred Terry to the Task Force. <br />32. Consider adoption of Ordinance 2010 -13 on emergency, amending the City's 2009 -2010 <br />Budget to authorize the expenditure of funds for the additional of two Breastfeeding Peer <br />Counselor Positions to the WIC Program at a cost of $77,400.00; declaring an emergency <br />and providing an effective date. <br />MOTION: Upon a motion made by Councilmember Thomason and a second by <br />Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to adopt <br />Ordinance 2010 -13, on emergency, as previously captioned. The motion carried unanimously. <br />33. Consider an Ordinance amending Article 3, Taxicabs, of Chapter 90, Vehicles for Hire, <br />of the San Marcos City Code adding regulations for taximeters and setting maximum <br />taxicab fares and charger' including procedural provisions; and declaring an effective <br />date; consider ordinance on first of two readings. <br />• MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance <br />on the first of two readings. The motion carried unanimously. <br />34. Discussion on responsibility of absent homeowners to repair /replace broken windows, <br />garage doors and other detracting elements, and provide direction to staff. <br />Councilmember Bose reported that an absentee homeowner had their garage doors stolen and <br />placed sheets of plywood up instead of replacing the doors. He expressed concern regarding <br />neighborhood blight. Staff was directed to see what options can be considered and brought back <br />to Council. <br />35. Discussion of the Greenprint for Growth by Envision Central Texas and provide <br />direction to staff. <br />Diane Miller, Assistant Director with Envision Central Texas, presented a regional action plan <br />for conservation and economic opportunity. She reported that Hays County is the fourth fastest <br />growing county in Texas. Greenprint is a tool for balancing sustainable conservation goals with <br />the infrastructure needs of rapidly growing urban areas. The unique application of Geographic <br />Information System (GIS) modeling and mapping technology integrates with local conservation <br />goals to help make strategic objective goals about land conservation and development priorities. <br />It will identify areas that offer the highest conservation benefits and galvanizes public support.
