I I I 69 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 25, 1978 Present: Mayor Pro Tempore Bob Hyatt Council Members Frank T. Cavazos Mayor Also Present: Dr. Stanley Ault, Kenneth Long, Oscar Carpenter, Curtis Adrian, Scott Chafin, Homer Hamilton, Ron Carroll, Donna Phillips, Aart Millecam, Joyce Glore, Bill Taylor, Augustin Lucio, Ron Champion, Gary Bond, Ofelia Vasquez, Jerri Martin, Alan King, Alvin Langhamer, Howard Herrin, Jorge Cruz-Aedo, Terry Roberts, Marcos Hernandez, Bill Nicola, James Velasquez, Gilbert Tenorio, John Stokes, Harry Overstreet, Mary Castillo, and others. The meeting was called to order at 7:30 p.m. by Mayor Pro Tern Bob Hyatt. Mr. Hyatt presented Mr. Earl T. Williams, Director of Finance, a certificate of conformance by the Municipal Finance Officers Association. Mr. Arredondo moved approval of the minutes of the regular meeting held Monday, September 18, 1978. Mr. Hansen seconded the motion. Mr. Sutton asked to reconsider the resolution adopted at that meeting which supported the passage of a constitutional amendment to enable political subdivision to issue revenue bonds to assist industrial development. Mr. Sutton said he was only in favor of allowing citizens to vote on the matter rather than endorsing the issue. Mr. Arredondo did not amend his motion which passed with four votes in favor and Council Members Arredondo and James abstain- ing due to their absences from portions of the meeting. Mr. Hyatt introduced for consideration appointments of Municipal Court Judge and Alternate Judge. Mr. Breihan moved to reappoint Mr. Ron Champion as Municipal Court Judge for four months to give the Council time to study the situation and to reappoint Marcos Hernandez as Alternate Municipal Court Judge. Mr. Hansen seconded the motion. On roll call, the following vote was recorded: AYE: Hyatt, James, Arredondo, Breihan, Hansen NAY: None ABSTAIN: Sutton. Mr. Breihan moved Mr. John Stokes and Mrs. Robert Glore be appointed and Mr. Randall Morris be reappointed to the Planning and Zoning Commission to serve full terms and to appoint Mr. Bill Nicola to fill the unexpired term vacated by Dr. Crook. Mr. Hansen seconded the motion which passed unanimously. Mr. Hansen moved Mrs. G. A. Teague be appointed to the Senior Citizens Advisory Board. Mr. Breihan seconded the motion which passed unanimously.
