99 regular meeting, november 6, 1978 page two Mr. Harry Johnson came before the Council with a report on the Redwood Road improvements to be implemented by the State Department of Highways and Public Transportation. Mr. Johnson informed the Council that the property descriptions for right-of-way to be acquired by the City for widening of the road had been prepared. By common consent, the Council agreed to proceed with negotiations to acquire the right-of-way. Mayor Cavazos introduced for discussion a proposal by the Texas Museum of History, Inc. Mrs. Catherine Johnson, representative of the Texas Museum of History, Inc., was present. Her report is attached and made a part of these minutes. No action was taken on this matter. The Mayor introduced for consideration a request for water service to property located on River Road, outside the City limits. Mr. Senon Delgado is the applicant. Mr. Ray Kotowski stated Mr. Delgado was requesting water service be provided to his home on River Road. Mr. Kotowski said the City would incur no expense that would not be reimbursed by the tap fee and deposit paid by Mr. Delgado. Mr. Hyatt moved the request be approved. Mr. Hansen seconded the motion which passed unanimously. -- Mayor Cavazos introduced Item #10 out of order, discussion of financing procedures for the Master Plan revision. Mr. Sierra reported that State 701 Planning monies would not be available to fund the project. Council requested the Staff inquire about other State assistance for transportation studies and come back to the Council with recommendations for revision of the plan. - Mayor Cavazos introduced a public hearing on a request to temporarily place a mobile home on Lot 49, A. M. Ramsay Addition, 215 Lockhart. The applicant is C. F. Gore. The Planning and 20ning Commission recommends approval. The Mayor closed the public hearing. Mr. Sutton moved the request be approved. Mr. Hansen seconded the motion which passed unanimously. The Mayor opened a public hearing on a request to temporarily place a mobile home on Lot 71, A. M. Ramsay Addition, 100 Seguin. The applicant is Pat Black. Planning and Zoning recommends approval. Mr. Cavazos closed the public hearing. Mr. Hansen moved the request be approved. Mr. Breihan seconded the motion which passed unanimously. The Mayor introduced a public hearing and read an ordinance in its entirety having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGU- LATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 3Z) BY CHANGING THE ZONING OF LOTS 133 THROUGH 156 OF THE WESTOVER ADDITION, TWO BLOCKS BOUNDED BY EARLE, DARTMOUTH, COLUMBIA AND HAZELTON STREETS, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "R- 2" (DUPLEX). Mr. Homer Hamilton, Jr., applicant, was present. Planning and Zoning Commission recommended approval. Mr. Breihan moved the ordinance be approved on first reading. Mr. Hansen seconded the motion which passed unanimously. Mayor Cavazos introduced for discussion a criteria for selection of a City Manager. The Mayor stated there were 37 applicants.
