132 regular meeting, december 11, 1978 page four At 9:20 p.m., the Council recessed to executive session to discuss personnel and pending and contemplated litigation on motion of Mr. Hansen and second of Mr. Arredondo. The meeting reconvened at 10:20 p.m. Mayor Cavazos reported that the City Council had discussed the salary of the City Secretary who had requested this session since there had been a question about the method of establishing her salary for the current fiscal year. Mr. James moved that the City Secretary's salary for fiscal year 1977-1978. The increase by $1,000 plus the 6% cost of living increase granted all other employees to establish her salary for fiscal year 1978-1979. Mr. Hansen seconded the motion. On roll call, the following vote was recorded: AYE: Arredondo, Breihan, Hansen, Hyatt James NAY: Sutton, Cavazos. I Mayor Cavazos also reported that the Council had discussed pending litigation with regard to the suit filed by L. O. Backus and had discussed an individual problem with the City Attorney. The City Attorney summarized recommendations made by City Consultants on the rate increase requested by Entex, Inc. That report is attached and made a part of these minutes. Mr. Alvin Langhamer, representing Entex, Inc., told the Council that the $34,000 overall increase recommended by the City Consultants represented an absolute minimum and that he felt his company could only accept a more reason- able increase of about $78,000. Mr. Harry Overstreet, also a representative of Entex, Inc., suggested he contact his corporation and be back on December 18th with a proposal of around $60,000 to $78,000. The City Attorney recommended the Council request Entex present a rate scheduled based on the $34,000 increase as recommended by the Consultants and I also propose rate schedules based on a larger increase if they wished. By common consent, the Council agreed to consider a proposal on December 18th based on an amount to be determined by Entex.
