<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, december 11, 1978 <br /> <br />page three <br /> <br />131, <br /> <br />Mr. Evans said that he interpreted the Council's action as <br />a direction for him to prosecute cases filed by Southwest <br />Texas State University representatives in Municipal Court <br />and again warned the Council that he felt they were <br />accepting ~iability in doing so. <br /> <br />The Mayor introduced discussion on use of parkland located <br />on former Camp Gary. Mr. Sierra reported that the Staff <br />had proposed plans from time to time for development of the <br />land but that no funds had been made available. He said <br />that officials of Gary Job Corps requested that the City <br />fence the property and construct a new entrance if it were <br />to be used as parkland. Mr. Sierra also said the General <br />Services Administration required the City to report on its <br />intent to use the property no later than February 1, 1979. <br />Mr. Cavazos suggested a fish pond might be a good use for <br />the property and Mr. Hyatt suggested a golf course. <br />Mr. James Crawford, representing the Parks and Recreation <br />Board, requested his Board be allowed to make recommendations <br />for use of the property. Mr. John Conner, Acting Director of <br />Parks and Recreation, told the Council that he had' spoken <br />with representatives from Gary Job Corps and had agreed to <br />assist the City in development of the property. By common <br />consent, Council agreed to request recommendations from the <br />Parks and Recreation Board. <br /> <br />The Acting City Manager summarized a recent report provided <br />by the State Board of Insurance on an inspection made of <br />the City for purposes of establishing the key rate for <br />San Marcos. Mr. Minnie reported that the majority of the <br />recommendations made by the State Insurance Inspector had <br />also been made in previous years so that the key rate for <br />San Marcos would not be greatly affected. Mr. Hinnie reported <br />that those charges listed in the report which would have <br />affected the insurance rates for residential property could <br />be corrected but that commercial insurance rates might increase <br />slightly as a result of the inspection. Hr. Sutton requested <br />the Staff look into the possibility of the sale of City owned, <br />unused, property to finance improvements in the fire service. <br />Mr. Breihan requested the Staff contact the State Board of <br />Insurance to see that the City key rate was not affected by <br />requirements for fire protection to University property over <br />which the City had no control. <br /> <br />The Mayor introduced for consideration study of the organiza- <br />tion of the City. Mayor Cavazos said that he felt the Council <br />should study the organization in three phases. The first being <br />a study of the current organization, Phase II being a study of <br />the salary scale and Phase III a study of the Personnel Plan. <br />Mr. Hyatt said he felt it was incumbent on the Council to <br />reassure the employees that their positions were secure and <br />reminded the Council that they had agreed to give the new City <br />Manager two months to study the organization before requiring <br />him to take any action. Mr. Breihan said he felt most of the <br />reorganization was up to the City Manager anyway and <br />Mr. Cavazos agreed that he wished to wait until Mr. Dunlap was <br />on the job before beginning the study. Mr. Hansen moved to <br />establish January 8th as the starting point for discussion of <br />the personnel positions that the Council intends to combine or <br />delete, February 5th to discuss the salaries that go along with <br />that, and some time in March to give the City Manager the <br />authority to implement the recommendations made by the Council. <br />Mr. Arredondo seconded the motion.
