<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />Hr. Cavazos presented a proclamation in observance of Volunteer
<br />Blood Donor Month. Next, the Mayor presented a plaque of
<br />appreciation to Albert Sierra for his service as Acting City
<br />Manager.
<br />
<br />The minutes of the special meeting held Thursday, December 14,
<br />1978 were approved on motion of Mr. Hansen and second of
<br />t1r. Hyatt. The minutes of the regular meeting held Monday,
<br />December 18th were approved on motion of Mr. James and second of
<br />Mr. Hyatt.

<br />The Mayor introduced for consideration appointment of a !>Iunicipal
<br />Court Judge. Mr. Scott Chafin was present, having indicated an
<br />interest in the position. The Mayor reported that he had been in
<br />contact with Marcos Hernandez, current Alternate Municipal Court
<br />Judge, who also said he would agree to serve as Municipal Court
<br />Judge. Mr. Sutton said he felt that if the Alternate Municipal
<br />Court Judge had been performing satisfactorily, he should be
<br />appointed regular Municipal Court Judge. tlr. Scott Chafin informed I
<br />the Council that he would not accept appointment as Alternate
<br />Municipal Court Judge. Council recessed to executive session to
<br />discuss the matter with Mr. Chafin at 7:40 p.m. on motion of
<br />Mr. Breihan and second of Mr. Hyatt. Council Member Sutton did
<br />not attend the executive session. The meeting reconvened in
<br />regular session at 8:00 p.m. on motion of Mr. Hansen and second of
<br />Mr. Hyatt. Mr. Breihan moved to appoint Marcos Hernandez
<br />Municipal Court Judge and that no appointment of Alternate Municipa,
<br />Court Judge be made at this time. Mr. Hyatt seconded the motion.
<br />On roll call, the following vote was recorded:
