<br />146 <br /> <br />regular meeting, january 8, 1979 <br /> <br />page two <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, <br />TEXAS, FIXING AND ORDERING THE RATES TO <br />BE CHARGED BY ENTEX, INC., FOR GAS AND <br />GAS SERVICE TO RESIDENTIAL AND COMMERCIAL <br />CUSTOMERS WITHIN THE CITY OF SAN MARCOS, <br />TEXAS; PROVIDING FOR THE FILING OF AN <br />ANNUAL OPERATING REPORT; PLACING CERTAIN <br />FILING LIMITATIONS; ESTABLISHING THE <br />EFFECTIVE DATE THEREOF; REPEALING ALL <br />ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR SEVERABILITY. <br /> <br />I <br /> <br />Mr. Hansen moved the ordinance be approved on second reading. <br />Mr. James seconded the motion. The City Manager reported <br />that he had contacted the consultants who confirmed that the <br />rates submitted by Entex, Inc. would produce approximately <br />the $60,000 increase in revenue earlier discussed by the <br />Council. Nell Hahn, representing Legal Aid of Central Texas, <br />reminded the Council that the consultants had advised an <br />increase of $34,000 would be adequate. Mr. Sutton stated <br />his contention that the $60,000 agreed upon was better than <br />the original request of twice that amount. Mr. Hyatt pointed <br />out that the rates would be in effect for more than one year <br />under the terms of the ordinance. Mr. Arredondo noted that <br />the original request by Entex increased only residential rates <br />and the amended rate schedules spread the increase over <br />commercial rates as well. On roll call, the motion to approve <br />the ordinance on second reading passed unanimously. <br /> <br />Mr. Albert Sierra, Director of Community Services and Community <br />Development, came before the Council with a request for <br />establishment of short term objectives for Community Development <br />Action Year V and with a list of recommendations made by City I <br />Advisory Boards. Mr. Sierra reminded the Council that the <br />following program had been given priorities by the Council <br />but had been only partly funded or not funded during the first <br />years of Community Development: public facility improvements <br />in the Mill Street area; public facility improvements in the <br />Rio Vista Terrace Addition; public facility improvements in <br />the Barbara Street area; public facility improvements in <br />Victory Gardens and Dunbar areas (eligible items under Small <br />Cities Program); water supply system for the North part of <br />town; and continuation of housing program. Urban Renewal <br />Board recommendations, in order of their priorities, are as <br />follows: allocation of $250,000 to housing; drainage and <br />street construction on Mill Street; water well, North <br />San Marcos; drainage and street construction Barbara Drive; <br />and public facility improvements in Rio Vista. Planning and <br />Zoning Commission recommendations were listed as: traffic <br />signals at State Highway 123 and Broadway Street; new fire <br />substation in area of Broadway Street; park development at <br />Victory Gardens and Dunbar; public housing authority requests <br />for parkland acquisition; water well in North San Marcos; <br />housing; drainage and street construction on Haynes Street; <br />drainage and street construction on South Barbara Drive; and <br />drainage and street construction in Mill Street. Accor~ing <br />to Mr. Sierra, total funding for Community Development Year I <br />V will be in the amount of $1,017,000 John Morrisset, Don <br />Boyd and Marion Oles came before the Council to request <br />continued funding for improvements in the Central Business <br />District. Mr. Morrisset said he had contacted the Director <br />of Public Works who informed him that additional street <br />lighting and planter areas along L.B.J. Drive from Comal' <br />to University Drive would cost approximately $150,000. <br />Mr. Morrisset told the Council he felt many properties in <br />the Central Business District had been upgraded by property <br />owners and tenants as a direct result of the City's <br />improvements in the area.
