Mr. Arredondo moved to deny placement <br />of the proposition amending Section 6.01 of the Charter which <br />would extend the power of initiative to all ordinances. <br />Mr. James seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Hansen, Hyatt, James, Arredondo <br />Cavazos, Sutton, Breihan. <br /> <br />Mr. Arredondo next moved to deny placement of the Charter <br />revision proposition extending the 'power of referendum to <br />all ordinances. Mr. James seconded the motion. On roll <br />call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Hyatt, James, Arredondo <br />NAY: Cavazos, Sutton, Breihan. <br /> <br />Mr. Sutton introduced a proposal for a Charter amendment <br />of Section 10.02 to limit taxation to 70% of each $100 <br />assessed valuation unless otherwise changed by Cit"y"" <br />Election and moved that the proposition be placed on the <br />April Election ballot. Mr. Cavazos seconded the motion. <br />Mr. Hyatt said he didn't see how the proposal would <br />restrict the ability to increase taxes since property <br />values could be raised even if the ratio of evaluation <br />could not. On roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Hyatt, Sutton, Cavazos <br />James, Arredondo, Breihan. <br /> <br />Mr. Hansen was out of the room at the time the vote was <br />taken and therefore his vote is .not reflected in the roll <br />call. The motion therefore failed. Mr. Sutton next <br />introduced a recommendation to amend Section 9.01 of the <br />Charter to require the submission of any warrant or bond <br />which is to be secured by property of any type to the <br />approval of the qualified voters of San Marcos and moved <br />that the proposition be placed on the April Election ballot. <br />Mr. Cavazos seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Sutton, Cavazos <br />James, Arredondo, Breihan, Hansen, <br />Hyatt. <br /> <br />Mr. James moved to award a bid for construction of a water <br />storage facility by Hydrostorage, Inc. in the amount of <br />$231,400. The bid sheets are attached and made a part of <br />these minutes. Mr. Hansen seconded the motion which passed <br />unanimously. Mr. Hansen moved that the foundation for the <br />water storage facility be ,constructed by Stratford Construction <br />Company for an amount of $ 34,640'. " Mr. James seconded the motion <br />which passed unanimously. <br /> <br />The City Manager reported that bids had been received for a <br />sanitation truck with chassis and a rear load packer for the <br />Sanitation Department. Those bid sheets are attached and <br />made a par t ,of these, minu tes. ~Ir. Dunlap' pointed out tha t I <br />the bid for the truck was $4,228.06 short of the budgeted <br />amount. He said that 1/2 the overage could probably be made <br />up by sale of one used truck instead of trading it in ahd <br />the rest could be covered by funds budgeted for comfu~~cl~l <br />garbage containers. Mr. Sutton moved the tr~ck be purchased <br />from Waggoner Pontiac for $10,978.06. !>Ir. James, secp'nded the <br />motion. Mr. Hyatt said he was opposed to taking money out <br />of the containers account since the Council had been told <br />purchase of all containers was peccssary. Mr. Breihan <br />encouraged the Council to refra~ from buying new equipment <br />until the landfill operation was improved so that all <br />equipment could be kept in better shape.
