Mr. Breihan seconded the motion which <br />passed unanimously. Resuming discussion of the City <br />organization, Council,Member James stated that he prefered <br />the City Manager make suggestions fore reorganization to the <br />Council. Mr. Breihan said he felt Personnel should be under <br />the direction of the City Manager and that an additional <br />clerk might be needed .to handle all the paper work. He also <br />advocated'elimination of the Sanitation Director with that <br />department being placed under Public Works, deletion of one <br />Engineer, and the transfer of one Community Development I <br />Engineer to Public Works, combination of supervision of all <br />governmental programs including'Community Development under <br />an Assistant City Manager and abolition of the Purchasing <br />Agent with a Clerk possibly added to do that paper work. <br />Mr. Breihan said he,also had questions about the Building <br />Services Department,' the Fire Marshal, Inspectibri'Department, <br />and Parkland Maintenance. 'He encouraged the Cbuncil to <br />transfer all maintenance duties from the Recreation Director <br />and that the Recreation Department be staffe~ wit~ part.~ime <br />persons and volunteers. He said he felt the swi~ming pool <br />staff salaries were too high, that the Shop ~eed~d more:' <br />mechanics and should be placed under ,the Public Works" <br />Departmen t, that Communca tions Departme'n-i: 'should:" be "placed <br />under the City Manager and Xhat the current organization of <br />Public Safety Department was' satisfactory but that he did <br />not approve of cross training fire and police personnel. <br />Mr. Breihan also said he felt there was too much duplication <br />in Health Services and that many of those could be combined <br />under one department. Mr. Cavazos agreed with the last <br />recommendation of Mr. Breihan and said that he even knew of <br />one City which operated the Community Action Program. <br />Mr. Breihan suggested the City Manager be given thirty to <br />sixty more days to study the organization of the City and <br />present proposals to the Council. Mr. Hansen presented no <br />recommendations saying he felt the City Manager should make I <br />those decisions. Mr. Sutton stated that he was satisfied <br />with the performance of the Director of Public Works but <br />that he did not approve of a Public Safety concept. No <br />action was taken by the Council. <br /> <br />At 11:00 p.m., the meeting was recessed to executive session <br />to discuss pending litigation on motion of Mr. Hyatt:and <br />second of Mr. Cavazos.
