<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />The minutes of the regular meeting held Monday, January 8, 1979
<br />were approved on motion of Mr. Hyatt and second of Mr. James.
<br />The minutes of the special meeting held Thursday, January 11,
<br />1979 were approved on motion of Mr. Hansen and second of Mr. James
<br />A correction of the minutes of the regular meeting held Monday,
<br />November 20, 1978 to record that action taken by the City Council
<br />to adopt an ordinance on emergency basis approving the sale of
<br />part of Lot 1, Block 8 of the D. S. Combs Addition and also known
<br />as Urban Renewal Parcel No. DS-8-1 to Manuela D. Amparan was
<br />approved on motion of Mr. Hyatt and second of Mr. Hansen.

<br />The Mayor introduced for consideration appointments of Director
<br />of Civil Service and Civil Service Commissioner. Mr. Dunlap
<br />requested the Council to confirm his appointment of Mr. Graham
<br />Kyle as Civil Service Commissioner to fill the vacancy created
<br />by the resignation of Rex Reddell. Mr. Sutton moved the
<br />appointment be confirmed. Mr. Cavazos seconded the motion which
<br />passed unanimously. Mr. Hyatt moved the City Manager be named
<br />Civil Service Director. Mr. Sutton seconded the motion which
<br />passed unanimously.

<br />The Mayor read an ordinance having the following caption:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE
<br />CITY OF SAN MARCOS, TEXAS, AMENDING
<br />ORDINANCE 1978-5, ADOPTED ON JANUARY 23,
<br />1978, WHICH ESTABLISHED THE AIRPORT
<br />COMMISSION BY PROVIDING FOR MORE THAN ONE
<br />MEMBER OF SAID CO~~ISSION TO BE A NON-
<br />RESIDENT OF THE CITY OF SAN MARCOS; AND
<br />DECLARING AN EMERGENCY.
<br />
<br />Mr. Breihan moved the ordinance be amended to provide for an
<br />increase in the membership of the Airport Commission from seven
<br />to nine members and that two of ,those members be allowed to be
<br />non-residents of the City but residents of Hays County. Mr. Hanse'
<br />seconded the motion. Mr. Arredondo said he felt residents from
<br />Caldwell County should also be considered for appointment to the
<br />Commission since the airport was actually located in Caldwell
<br />
