<br />AUTHORIZING MRS. JOSEPHINE MANN TO REPRESENT THE SAN MARCOS-HAYS
<br />COUNTY HEALTH DEPARTMENT IN THE NEGOTIATION AND EXECUTION OF THE
<br />CONTRACT WITH THE TEXAS STATE DEPARTMENT OF PUBLIC WELFARE FOR THE
<br />CARE OF INDIGENT PATIENTS.

<br />Council discussed the nature of the contract with Mrs. Mann and Dr. Nilon
<br />Tallan~. Mr. Sutton moved the matter be tabled so that more information could
<br />be provided at a workshop session. Mr. Hansen seconded the motion, which passed
<br />unanimously.

<br />AJ~NDING SECTION 3 OF THAT ORDINANCE WHICH RESTRICTS AND REGULATES
<br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY
<br />23, 1966 (VOL. 32) BY CHANGING TIlE ZONING OF LOTS 38 AND 39, BLOCK
<br />1 OF THE RIO VISTA TERRACE ADDITION, LOCATED AT 419 RIVERSIDE DRIVE,
<br />FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL).

<br />Mr. Arredondo moved approval of the Ordinance on second reading. Mr. Cavazos
<br />seconded the motion. Mr. Breihan again stated his objection to the change of
<br />zoning, saying that it represented a total disregard of the program to rehabilitate
<br />and save neighborhoods from deterioration. On roll call, the following vote was
<br />recorded:

<br />AMENDING SECTION 12-12 OF THE CODE OF ORDINANCES OF TIlE CITY, ENTITLED
<br />"PRIVATE GARBAGE COLLECTION, REMOVAL AND DISPOSAL GENERALLY", BY
<br />REQUIRING COMPLIANCE WITH ARTICLE 6701h, R.C.S. OF TEXAS IN PROVIDING
<br />FINANCIAL RESPONSIBILITY FOR DAMAGE, BY REDUCING TIlE PERMIT FEE FROM
<br />$250 TO $25; AND BY REMOVING THE WORD "TRASH" SO AS TO CAUSE SAID ORDINANCE
<br />TO REGULATE ONLY THE PRIVATE HAULING OF GARBAGE AS DEFINED IN CHAPTER
<br />12 OF SAID CODE.
