<br />The Mayor read the caption of a Resolution as follows:
<br />
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />ESTABLISHING AN ASSESSMENT RATIO FOR THE PURPOSES OF ARRIVING AT THE
<br />ASSESSED TAX VALUES FOR AD VALOREM TAXATION FOR THE FISCAL YEAR
<br />1976-1977 .

<br />Mr. Hansen moved the Resolution be adopted. Mr. Arredondo seconded the motion.
<br />Mr. Sutton objected to the act, saying that the former City Attorney had given
<br />the opinion that it was not proper. Mr. Henry Kyle told the Council that it was
<br />proper that an assessment ratio be set, but that it was set on the recommendation
<br />.of the City Manager as a part of the Ordinance levying taxes. Mr. Sutton askecl
<br />the Tax Assessor-Collector if any other cities set the assessment ratio prior to
<br />setting the tax rate. Mr. Stone replied that the City of New Braunfels had recently
<br />done so and read a newspaper account of the action. Dr. Don Tuff, Chairman of
<br />the Board of E~ualization, encouraged the Council to adopt the Resolution so that
<br />the citizens would have a better understanding of what their taxes might be for the
<br />next fiscal year. On roll call, the following vote was recorded:

<br />AYE: James, Arredondo, Cavazos, Craddock, Hansen
<br />NAY: Sutton, Breihan.

<br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2,
<br />ARTICLE III, DIVISION 1 OF THE CODE OF ORDINANCES OF THE CITY OF
<br />SAN MARCOS BY A~NDING SECTION 2-31 SO AS TO REDUCE THE NUMBER OF
<br />AUTHORIZED POSITIONS FOR POLICE SERGEANT FROM SIX IN NUMBER TO
<br />FIVE IN NUMBER.
<br />
<br />Mr. Cavazos moved the Ordinance be adopted on third and final reading.
<br />Mr. Breihan seconded the motion, wfiich pa~sed unanimously.

<br />ENTITLEMENT PERIOD AND AUTHORIZING THE CITY MANAGER TO EXECUTE,
<br />SUBMIT AND PUBLISIf SAID PLANNED USE REPORT.

<br />Mayor Craddock moved to fund the Legal Aid program at $22,000. Mr. Hansen seconded
<br />the motion. On roll call, the following vote was recorded:

<br />NAY: Sutton, Breihan.

<br />Mayor Craddock moved to approve the expenditure of $29,706 for' purchase of the
<br />computer and key punch which is presently being leased. Mr. Hansen seconded the
<br />motion. On roll call, the following vote was recorded:
