79

regular meeting, july 26, 1976

page three

Mr. David Parkhill, repre~entative of Forrest and Cotton, Inc., consulting
engineers, came before the Council with a preliminary study report on the
impact of the proposed Westover Project on existing water and sewer facilities.
Mr. Parkhill stated that the study indicated the Westover Project would have a
relatively small effect on overall city water service, that the general growth
of the City is likely to cause problems, and that federal funding requests would.
not be enhanced by the effect of providing service to Westover in relation to
the overall city service.

I

Bob Derrick, also of Forrest and Cotton, came before the Council with conceptual
design input on the Westover Project. Mr. Derrick explained that, for planning
purposes, the Westover Area had been subdivided into smaller units: Area 1 is
Bishop Street proper from San Antonio Street ,north; Area 2 is the Westover Addition;
Area 3 is that unit bounded by Perkins, Franklin and Bishop streets; and Area 4
is the unit bounded by Girard, Bishop, Hillyer and Franklin Streets. He also
stated that the preliminary plans for improvements in the areas of drainage,
sanitary sewer, water and street were considerably over the amount budgeted in the
Community Development program. Council discussed the various areas and by
common consent deferred further discussion to the next meeting.

Mayor Craddock reported that she had been informed by Missouri-Pacific Railroad.
Company that the Amtrak station building should be demolished or moved, and that
the property could not be leased or sold.

The meeting adj ourned at 10: 20
Mr. Breihan.

'.mi:~=m ;L=,oom,m

and second of

Emmie Craddock
Mayor

~(~

w~

Frank T.
